About The Position

We are looking to have a full-time Emergency Response Manager join our team! This position will be primarily remote however travel to major cities within Canada on a monthly basis will be required. The Emergency Response Manager will act as a key role in ensuring that procedures and protocols are maintained for a hybrid workforce by supporting the implementation of Emergency Response Plan and Procedures, as required by Occupational Health and Safety legislation across designated locations.

Requirements

  • Formal education in Emergency Management, Environmental Sciences, Occupational Health and Safety, Risk Management, or other related field.
  • 3 to 7 years of emergency management experience, including development and coordination of plans involving numerous stakeholders.
  • Knowledge of regulatory requirements for emergency response and occupational health and safety at the federal, provincial and municipal levels.
  • Experience delivering emergency response, and health, safety and environment-related training.
  • Strong program development and execution skills.
  • Ability to build and maintain strong relationships with internal and external stakeholders, including client representatives at the senior to executive management level.
  • Ability to investigate and resolve incidents, conduct root cause analysis, and identify and implement appropriate corrective and preventive measures.

Responsibilities

  • Support the implementation of the Emergency Response Plan and Procedures in designated facility.
  • In consultation with relevant stakeholders, determine optimal primary and secondary assembly point options, including communication with impacted parties.
  • Perform quarterly review of Emergency Response Team Personnel, including record maintenance.
  • Coordinate with relevant stakeholders to identify Persons Requiring Assistance (PRA – individuals who have reduced mobility, a speech, hearing or visual impairment, or a cognitive limitation, regardless of whether these conditions are noticeable, temporary or permanent) and provides this information to the Building Warden and Security Lead.
  • Provide building-specific emergency response / evacuation information (Alarms, Assembly Locations, Transition Floors, Emergency Exits, etc.) to impacted parties. Support communication downstream.
  • Evaluate the effectiveness and continuously improve the emergency response plan. Implement recommendations for improvement.
  • Develop program reporting as required to support continuous improvement.
  • Leverage existing service provider and/or systems to log and record emergency incidents as needed/required. Work with Facility Managers for incident resolution and follow-up.
  • Travel to site as required / as needed in support of the program.
  • Ensure building-specific emergency and first-aid procedures, emergency contacts, designated building assembly points, and other HS policy requirements are posted on the floor Emergency Response Boards.
  • Ensure the documentation of the Emergency Response Plans is available to all impacted parties.
  • Ensure building-specific emergency and first-aid procedures, emergency contacts, designated building assembly points, and other HS policy requirements are up to date.
  • Maintain the list of Persons Requiring Assistance - PRA and draft individual evacuation plans in partnership with impacted parties including the individual requiring assistance.
  • Obtain the facility vulnerability assessment and determine relevant emergency response procedures for the site. Where locations are leased, obtain copies of the Landlord Emergency Response Plans and Procedures.
  • Develop and maintain the facility emergency response essential functions lists (emergency contacts, assigned floor wardens, first aid attendants, mutual aid agreements contacts, etc.) and backup persons, based on occupancy data and tenant listing as provided by impacted parties. Conduct periodic building emergency contact verifications.
  • In conjunction with annual drills, complete annual review and update all building emergency response documents (plans, procedures, guides, instructions, drawings, etc.).
  • Identify local emergency planning and response requirements. Document and maintain up-to-date building-specific emergency response instructions, lists, and inventories (e.g., guides, emergency response equipment and location, facility details, etc.).
  • Ensure all inspection, testing, maintenance, and other required documentation and records are available to provide evidence to inspectors/auditors. Where inspection, testing, maintenance and other documentation are responsibility of other parties, make a reasonable effort to obtain relevant documentation at the required frequency. Maintain records at a frequency agreed upon by relevant stakeholders.
  • Coordinate specialized training (e.g., first aid, CPR, AED’s, and operation of emergency equipment, etc.), ensuring facility emergency response essential functions maintain certification. Keep records and training schedules. As appropriate, training may be organized and delivered by a third party.
  • Attend specialized training as required (first aid, CPR, AEDs, and operation of emergency equipment, etc.) Option to LOB volunteers to attend.
  • Coordinate with the landlord and other nearby organizations. Document mutual aid agreements to share emergency resources (e.g. support to be given by each party, methods for communications, activation of resources, assembly points approval, etc.)
  • Upon receipt of confirmation of completed evacuation inform relevant stakeholders when impacted occupied areas have been cleared during an evacuation.
  • Notify relevant stakeholders of the emergency and the specific response (e.g. evacuation, shelter in place, etc.), including maintaining communication as the event progresses.
  • Schedule debriefing meetings with required attendees after an emergency.
  • Work with relevant stakeholders and external resources as required to maintain an effective emergency response plan.
  • Conduct meetings including developing meeting collateral, taking minutes and actions and following up on open action items as required.
