About The Position

The Eligibility Specialist II interacts with customers and childcare providers to determine family needs, assess eligibility, provide information and consumer education about quality childcare, and enroll eligible customers in childcare provider centers. The role maintains accurate eligibility and case records, processes enrollments and case changes, and communicates policies, outcomes, and customer rights and responsibilities. It requires strong customer service, attention to detail, adaptability, critical thinking, organization, and the ability to work effectively with the public and handle stressful situations. The position manages a high volume of case files and daily data entry, including entering information into the Workforce Information System of Texas (TWIST) and internal systems. It requires a valid Texas driver's license, a driving record meeting the organization's insurance requirements, liability insurance, reliable personal transportation, and the ability to travel locally or out of town as needed. Mileage reimbursement is offered when applicable. The employee must meet federal-funding compliance background check requirements throughout employment.

Requirements

High school diploma or equivalent.
One to two years of experience determining eligibility, working directly with customers, and entering information into a database.
Proficiency in Microsoft Word, Microsoft Excel, and Outlook.
Strong written and verbal communication skills.
Ability to adapt to frequent policy changes and demonstrate flexibility.
Above-average critical-thinking and problem-solving skills; results-driven approach.
Ability to interpret customer correspondence accurately and understand its meaning.
Strong task management, organization, attention to detail, time management, multitasking, and prioritization skills.
Ability to cope with stressful situations and interact with the public.
Positive contribution to the work environment and outstanding business ethics.
Prompt and regular attendance.
Valid Texas driver's license.
Driving record that complies with ChildCareGroup's automobile insurance carrier requirements.
Liability insurance coverage and reliable personal transportation.
Ability to travel locally or out of town as required.
Successful completion of compliance background check requirements for federal funding throughout employment.

Responsibilities

Determine eligibility, maintain and complete case-file records, and screen and assess family needs.
Calculate household income and parent cost shares, and process enrollment forms.
Apply state and local policies and determine eligibility using confidential documentation.
Discontinue services when necessary and communicate applicable outcomes.
Process eligibility actions, case changes, drops, and transfers accurately within required funding-source timeframes.
Manage a high volume of case files and daily data entry.
Enter data accurately and on time into TWIST and internal systems.
Write objective, fact-based case documentation suitable for review by state database users and other professionals.
Build rapport and credibility with customers and providers through professional, respectful customer service.
Contact customers to gather information and explain outcomes, rights, and responsibilities.
Explain state and local policies and procedures to customers in an understandable manner.
Educate new program customers and offer alternatives or solutions for related issues when appropriate.
Produce content and copy, and accurately edit documents.
Provide backup support to team members.
Perform other duties and responsibilities as assigned.
