Earned Value Management (EVM) Analyst - Level 2 or 3
About The Position
Northrop Grumman is seeking an Earned Value Management (EVM) Analyst at Level 2 or 3 to join its western region EVM Center of Excellence team at the Redondo Beach, California facility. The analyst partners with Space Sector Business Management, Schedule Management, and Program Management teams to provide EVM training, development, and implementation. The role provides guidance on proper EVM execution, supports program startup and baseline activities, and helps ensure compliance with EIA-748 EVMS guidelines. Travel up to 10% is required. Relocation assistance is not available. A Top Secret clearance is required, though it is not required at the start; the successful candidate must be able to obtain and maintain one.
Requirements
- Level 2: Bachelor’s degree and at least 2 years of relevant professional experience in Accounting, Finance, Business Administration, Program Cost Analysis, or Program Scheduling; alternatively, a master’s degree and at least 1 year of relevant experience.
- Level 3: Bachelor’s degree and at least 5 years of relevant professional experience in Accounting, Finance, Business Administration, Program Cost Analysis, or Program Scheduling; alternatively, a master’s degree and at least 3 years of relevant experience.
- An additional 4 or more years of experience may be considered in lieu of a degree.
- Strong EVMS experience with cost and schedule management skills.
- Working knowledge of EVM and EIA-748 industry guidelines.
- Experience deploying processes in an EIA-748-compliant Earned Value Management environment.
- Experience with DCMA data-driven surveillance metrics, tools, and processes.
- Experience with SAP, SAP Business Warehouse, Deltek Cobra, and MS Project.
- Strong analytical skills and the ability to communicate the significance of results.
- Strong PC skills and proficiency with Microsoft Office, including MS Excel.
- Ability to travel up to 10%.
- Ability to obtain and maintain a U.S. Government Top Secret security clearance.
- Effective management of competing priorities, deadlines, and a large volume of programs.
- Ability to handle multiple tasks in a fast-paced environment.
- Excellent problem-solving and organizational skills.
Nice To Haves
- Active U.S. Government Top Secret security clearance with a full investigation within the past 6 years.
- Experience with Deltek CostPoint.
- Experience in a program oversight or auditing role.

Responsibilities
- Guide the Program Management Office, Control Account Managers, cost analysts, and schedule analysts on proper EVM implementation and execution.
- Develop materials and facilitate EVM training sessions for programs and audiences of various sizes.
- Provide program startup and business process implementation guidance in collaboration with Business and Program Management teams.
- Participate in program baseline development and Integrated Baseline Review preparation and execution.
- Conduct and support internal EVM Surveillance Reviews to ensure compliance with EIA-748 EVMS guidelines.
- Support program teams in preparing for, executing, and closing internal and external EVMS reviews, including DCMA and Internal Audit reviews.
- Review and provide feedback on program, division, sector, and corporate processes and procedures.
- Balance multiple projects and prioritize tasks.
- Perform other duties as assigned.
