About The Position

This position manages the transportation safety management and compliance processes and provides overall support and guidance for the Company’s Transportation Department. The Sr. Manager position is a hands-on, highly collaborative, dynamic role coordinating with the Executive Team and leadership at all transportation locations. Partners with Transportation Leadership to develop strategies focused on safety and compliance within the Transportation Department and optimizing safety implementation, management, and compliance in the marketplace. The Sr. Manager oversees systems and activities to maintain oversight of regulatory compliance status that meet or exceed Federal, State and local regulations; provides oversite of training and professional development for management and CMV operators; coordinates and manages risk management processes; oversees and conducts audits and inspections of transportation safety management processes; and monitors metrics and indices reflecting performance.

Requirements

  • Minimum 10 years of experience in DOT compliance, fleet safety, or transportation management
  • Strong working knowledge of FMCSA regulations (49 CFR)
  • Experience managing Drug & Alcohol programs and Clearinghouse compliance
  • Familiarity with ELD systems, telematics, and compliance platforms
  • Proven experience supporting DOT audits and regulatory inspections
  • Strong leadership, communication, and organizational skills
  • Deep regulatory knowledge and strong attention to detail
  • Strong ownership and accountability mindset
  • Ability to lead audits and interface with regulators confidently
  • Data-driven decision making and reporting capability

Nice To Haves

  • Experience with Texas Railroad Commission (RRC) requirements preferred
  • HazMat endorsement strongly preferred

Responsibilities

  • Maintain full compliance with all applicable DOT and FMCSA regulations (49 CFR Parts 40, 382, 383, 390–399)
  • Oversee compliance with Texas Railroad Commission (RRC) requirements related to oilfield and energy operations
  • Monitor regulatory changes and implement updates across company programs
  • Serve as primary point of contact for DOT, FMCSA, and RRC audits, inspections, and inquiries
  • Manage audit readiness and lead responses to findings, including corrective and preventive actions (CAPA)
  • Maintain all required documentation and records in accordance with retention requirements
  • Oversee Driver Qualification (DQ) file management, ensuring complete and compliant records for all drivers
  • Verify and monitor CDL requirements, endorsements, and restrictions
  • Establish and enforce driver performance standards, including safety, compliance, and behavior expectations
  • Conduct driver evaluations, ride-alongs, and competency assessments
  • Manage driver disciplinary processes related to safety and compliance violations
  • Ensure compliance with Hours of Service (HOS) regulations
  • Oversee Electronic Logging Device (ELD) systems and data integrity
  • Monitor driver logs, identify violations, and implement corrective actions
  • Train drivers and supervisors on HOS requirements and expectations
  • Manage exemptions and special provisions where applicable
  • Ensure full compliance with all applicable Hazardous Materials Regulations
  • Oversee classification, identification, and proper shipping descriptions of hazardous materials
  • Ensure proper use of UN identification numbers, hazard classes, packing groups, and compatibility requirements
  • Ensure all commercial vehicles meet DOT inspection, maintenance, and operational requirements
  • Monitor vehicle inspection processes, including DVIRs (Driver Vehicle Inspection Reports)
  • Ensure compliance with out-of-service criteria and corrective actions
  • Monitor vehicle registration, licensing, and permitting requirements (including intrastate and interstate operations)
  • Oversee weight, load securement, and hazardous materials compliance where applicable
  • Lead transportation-related incident investigations, including accidents and near misses
  • Identify root causes and implement corrective and preventive actions
  • Track, analyze, and report safety performance metrics (vehicle incidents, violations, CSA scores, etc.)
  • Develop and implement transportation safety initiatives and campaigns
  • Support Stop Work Authority and driver safety engagement programs
  • Monitor and support driver training programs, including: Defensive driving, HOS and ELD usage, Vehicle inspections, Load securement, and emergency response
  • Confirm drivers are trained, competent, and authorized before performing work
  • Support competency assurance programs aligned with operational risk
  • Maintain transportation compliance systems
  • Ensure accurate and timely data entry, reporting, and analytics
  • Track and report DOT KPI’s, violations, and audit results to leadership
  • Support integration of transportation compliance into the Management Systems
  • Develop dashboards and reports for operational and executive visibility
