Document Control Manager

Luster National•San Francisco, CA
•$110,000 - $175,000

About The Position

Luster is building a talent pool for future Document Control Manager roles supporting large, complex heavy-civil infrastructure programs, including highways, roads, bridges, bus and rail transit, international airports, and water/wastewater projects delivered through traditional and alternative methods. These roles own the program’s document-control systems, procedures, and controls so that drawings, submittals, RFIs, and correspondence remain current, traceable, and defensible. This posting is for future roles rather than a currently available opportunity. Candidates selected for the talent pool will be notified first when a project need arises. The role may lead the program document-control function and staff, establish and maintain document-control procedures and the enterprise document management system, oversee document intake and distribution, ensure teams use approved document revisions, monitor performance metrics, support audits and corrective actions, train program and contractor personnel, coordinate document workflows with other teams, and oversee records turnover and closeout. Scope and complexity vary with experience level. The expected salary range is $110,000–$175,000 per year ($53–$84 per hour). The eventual offer may vary based on experience, skills, education, certifications, geographic location, and other factors.

Requirements

  • Bachelor’s degree in construction management, engineering, information management, project management, or a related field, or an equivalent combination of education and experience.

  • Working knowledge of ISO 9001-based document-control requirements, including revision control, retention, traceability, and audit readiness.
  • Experience with industry-standard document management and project or construction management software, such as SharePoint, e-Builder, Aconex, Primavera P6, Unifier, or Kahua.
  • Proficiency with Microsoft Office Suite or Office 365, including applications such as Outlook, Teams, Word, and PowerPoint.
  • Excellent written and verbal communication and interpersonal skills.
  • Excellent multitasking and organizational skills.
  • Collaborative mindset that fosters teamwork, trust, and positive relationships.
  • Curiosity, problem-solving ability, and commitment to continuous improvement.

Nice To Haves

  • Active professional certifications such as CRM or CRA (ICRM), ISO 9001:2015 internal auditor or lead auditor training, and/or PMP (PMI).
  • Experience leading the owner’s document-control function on a program valued at $1 billion or more.

  • Experience supervising and developing document-control staff across multiple contracts or field offices.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Responsibilities

  • Lead the program document-control function, direct assigned document-control staff, and allocate workload across contracts, phases, and field offices.
  • Develop and maintain program document-control procedures, numbering and naming conventions, revision controls, and retention schedules; ensure contractors, designers, and internal teams follow them.
  • Administer the enterprise document management system, including permissions, workflow configuration, metadata structure, and issue resolution.
  • Oversee intake, logging, distribution, and closeout of submittals, RFIs, correspondence, and design deliverables in the system of record.

  • Coordinate document flow across active work areas and supported contract packages.
  • Monitor and report document-control metrics, including submittal turnaround, RFI aging, overdue reviews, and open action items; escalate risks before they affect schedule or payment.

  • Train program personnel and onboard contractor and consultant staff on document-control procedures and system use.
  • Coordinate with project management, design, construction, contracts, legal, and quality teams so document workflows support contract administration, entitlement, and public records obligations.
