About The Position

The Project Management Division Manager/Division Engineer oversees the delivery of transportation projects. They assist with major programs, including the Eight-Year Construction Work Plan, the Four-Year Asset Preservation Plan, and the Five-Year County Improvements for Roads and Bridges (CIRB) program. At this level, an incumbent will be responsible for directing, controlling and administering the affairs of a division of an agency involved in engineering. Complexity of functions will be broad based encompassing all areas of the divisions’ responsibilities. Incumbents at this level will represent the agency in outside contacts, and make decisions and provide guidance to others regarding matters of agency policy, rules and regulations.

Requirements

Division Manager: a bachelor’s degree and three years of experience in transportation related work plus one additional year of qualifying experience in a supervisory capacity and two additional years of qualifying experience in an administrative or managerial capacity; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education.
Division Engineer: registration as a Professional Engineer and five years of supervisory experience in a professional engineering related field, including two years of experience in an administrative or managerial capacity.
knowledge of engineering practices, principles and systems; of management principles; of the principles of effective supervision; of budget planning, development and control; and of finance and budget administration.
Ability to design and implement engineering activities; to organize projects; to establish and maintain effective working relationships with others; to supervise personnel; to expressing ideas clearly and concisely, both orally and in writing; to manage multiple work units or program areas; to establish budget controls; and to formulate and establish agency policies.
Persons appointed to engineering manager positions must possess a professional engineer license with the Oklahoma State Board of Registration for Professional Engineers.

Responsibilities

Project Scoping and Budgeting: Outlines exactly what a project will achieve. They estimate costs for paving, materials, labor, and right-of-way acquisitions, and secure the necessary state and federal funding to keep the project viable.
Design and Plan Oversight: Reviews preliminary engineering, bridge, and roadway plans. They ensure the proposed designs—whether for a rural highway or an urban intersection modification—adhere to strict safety and structural standards.
Right-of-Way and Utility Coordination: Manages the acquisition of private land needed to expand the roadway. They also coordinate directly with utility companies and railroads to ensure power lines, water pipes, and rail lines are safely relocated before construction starts.
Environmental Compliance: Ensures the project complies with all applicable state and federal environmental laws. This includes tracking commitments like protecting wetlands, managing stormwater runoff, and minimizing noise impacts.
Contractor and Construction Administration: Facilitates the bidding process where construction companies compete to build the project. During construction, they serve as the primary liaison between ODOT and the contractors, reviewing work quality and approving monthly progress payments.
Public Engagement and Stakeholder Communication: Hosts public meetings or open houses to explain the project details and timelines to local residents, business owners, and city officials. They listen to community feedback and address concerns regarding road closures and traffic detours.
Risk Management and Problem Solving: Identifies potential delays, such as poor soil conditions or supply chain issues. They develop contingency plans and modify contracts to keep the project on track.
