Requirements

  • Master’s Degree or Bachelor’s Degree with 10+ years of relevant experience required
  • 8+ years of related experience in supervision, project management, etc. required
  • Expertise in developing and executing strategic initiatives, with the ability to influence decisions and translate vision into actionable plans
  • Exceptional communication skills and the ability to build trusted relationships with stakeholders at all levels of the organization.
  • Experience as a strategic thought partner, providing insight-driven recommendations that support agency vision and priorities
  • Familiarity with qualitative and quantitative research methods required
  • Familiarity with basic statistical analysis required
  • Familiarity with O365 portfolio, Salesforce, Power BI, SQL Server required
  • Must have reliable transportation, a current Texas driver’s license, evidence of auto liability insurance

Responsibilities

  • Lead, manage, and hold accountable direct reports.
  • Build and lead a high-performing, multidisciplinary team across IT, systems, and data/reporting.
  • Clearly define roles, priorities, and performance expectations across varied functions.
  • Coach team members across technical and analytical skill sets.
  • Ensure the team operates as an integrated function, not silos.
  • Build capacity in areas like reporting, systems thinking, and analysis.
  • Own the overall vision, roadmap, and effectiveness of the organization's systems ecosystem.
  • Define and evolve the long-term systems architecture and strategy (CRM, database, integrations, reporting tools).
  • Ensure all systems align with organizational goals and future growth needs.
  • Evaluate and recommend new technologies, upgrades, and tools.
  • Balance innovation with stability, usability, and cost-effectiveness.
  • Serve as the organization’s internal expert on systems capabilities and direction.
  • Own the end-to-end performance of systems—from development and integration to daily support and reliability.
  • Oversee systems builds, enhancements, upgrades, and research-driven improvements.
  • Ensure effective integration across all platforms and tools.
  • Lead IT help desk operations with clear service standards and responsiveness.
  • Ensure system uptime, reliability, and rapid issue resolution.
  • Establish and maintain data manuals, documentation, and system standards.
  • Implement QA processes to ensure accuracy, usability, and consistency.
  • Balance short-term support needs with long-term system improvements.
  • Continuously improve the overall user experience with systems.
  • Ensure staff effectively use systems, data, and reporting tools.
  • Develop and oversee training programs for systems and reporting tools.
  • Drive adoption of new systems, processes, and dashboards.
  • Ensure staff understand how to interpret and use data.
  • Create user-friendly documentation and guidance materials.
  • Partner with leadership to reinforce expectations for system use and data quality.
  • Ensure the accuracy, reliability, and ongoing improvement of systems and data outputs.
  • Establish QA processes across systems, data, and reporting outputs.
  • Regularly audit data integrity and reporting accuracy.
  • Identify root causes of issues and implement fixes.
  • Lead continuous improvement efforts across all capabilities.
  • Ensure consistency and trust in all system-generated outputs.
