About The Position

The Center for Population Health Data Science (CPHDS), launched in October 2023, aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service data for timely and effective publication. The goal is to make these data more accessible, timely, equitable, meaningfully usable, and protected, and to actively use them to protect and promote the health and wellbeing of New Yorkers. The CPHDS aims to strengthen agency-wide data capabilities by empowering the workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights. A real-time and comprehensive view of city needs is required to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers. The Bureau of Data Technology and Strategy (DTS) is dedicated to the development of the Enterprise Data Platform (EDP) and encompasses data strategy, data governance, data product management, data engineering, and data science capabilities. The Applied Data Science unit within DTS oversees mission-critical agency projects such as the Master Patient Index, the Client Engagement Platform, the Whole Genome Sequencing project, and various interoperability projects supporting Disease surveillance systems. The unit also provides analytical support for ad hoc analyses and administrative support for the Enterprise Data Platform.

Requirements

  • A baccalaureate degree from an accredited college or university, and two years of satisfactory full-time (not classroom based) experience in database administration. Experience must include database design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management.
  • A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described above.
  • A satisfactory equivalent of education and/or experience equivalent to the above.
  • Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from an accredited college or university is equivalent to 6 months of information technology experience, but may not be substituted for the required database administration experience.
  • A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience.
  • All candidates must have at least one year of satisfactory full-time (not classroom based) database administration experience as described above.

Responsibilities

  • Lead and oversee all aspects of the Master Patient Index project, including the development of service endpoints, integrations with other systems, and building of entity resolution models.
  • Provide management, design, and developer support for interoperability projects underlying critical surveillance systems, the whole genome sequencing project, the client engagement platform project, and other novel projects that arise.
  • Carry out code reviews with project developers, diagramming sessions with IT, and presentations for stakeholders.
  • Coordinate project work across developers, IT admins, and vendors.
  • Act as lead or supporting SQL developer, Python developer, or data scientist for any project as directed by leadership.
