About The Position

This position is ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES. This vacancy is only open to 1) current permanent Parks employees serving in the Certified IT Developer (Applications) civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title. The Director of Solutions Delivery will work under managerial direction with the broadest scope for the exercise of independent initiative and judgment. This role involves understanding business strategy drivers and problems to be solved by solutions, assessing requirements, supporting vendor selection, and confirming conformance to standards. The position ensures compliance with IT standards, identifies system flaws, and assists in the development and review of technical specifications. The Director will liaise with IT vendors, ensure technology solutions adhere to security policies, and supervise Application Development, Cloud Solution Engineering, and GIS Development Groups to ensure timely project delivery. This role provides leadership for end-to-end solution delivery, including data warehousing and operational data store assets, and drives best practices in application development and security controls. The Director will lead design and development of solutions, interact with end-users to understand business and functional requirements, and maintain knowledge of current and emerging technologies. Communication with management and stakeholders regarding scope, status, risks, and issues is crucial. The role also oversees application modernization projects and the development of critical systems at Parks.

Requirements

  • Must have current professional/vendor certifications.
  • Option 1: A masters degree in computer science or a related field AND 12 months of satisfactory full-time specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management.
  • Option 2: A baccalaureate degree from an accredited college or university AND 24 months of satisfactory full-time specialized experience as described in Option 1.
  • Option 3: A four-year high school diploma or its educational equivalent AND 24 months of satisfactory full-time specialized experience as described in Option 1 plus 48 months of information technology experience.
  • Option 4: A satisfactory combination of education and experience which is equivalent to Option 3.
  • If qualifying under options 2, 3, or 4, must have at least a four-year high school diploma or its educational equivalent and at least 24 months of satisfactory full-time specialized information technology experience.
  • Education may be substituted for information technology experience on the basis of 30 semester credits from an accredited college or university is equivalent to 12 months of experience, up to a maximum of 48 months.

Responsibilities

  • Under managerial direction, with the broadest scope for the exercise of independent initiative and judgment, work with Agency stakeholders to understand the business strategy drivers and business problems to be solved by a given solution.
  • Assess existing and future solutions requirements and support vendor selection.
  • Assess technology across the enterprise application/technology portfolio.
  • Confirm the conformance of applications, components and services to established standards and best practices.
  • Ensure compliance with IT standards and guidelines throughout the application development lifecycle.
  • Identify probable system or design flaws and escalate issues to upper management before serious performance impact.
  • Assist in the development and review of technical specifications for procurement of IT systems and services, including the evaluation of vendor submissions solicited via bids and requests for information and proposals.
  • Liaise with IT vendors, as necessary.
  • Ensure technology solutions adhere to security policies and guidelines promulgated by the Security team.
  • Supervise the Application Development, Cloud Solution Engineering, and GIS Development Groups and ensure timely delivery of projects.
  • Provide leadership for end-to-end solution delivery and ownership, including data warehousing, operational data store and other data assets supporting analytics, reporting and data integration.
  • Drive best practices in application development and ensuring security controls are in place.
  • Lead design and development of solutions for agency business users
  • Demonstrate extensive abilities interacting with end-users to understand and document business and functional requirements, data sources, application design and conceptual data models for complex projects.
  • Maintain knowledge on current and emerging technologies and industry trends for assigned areas of responsibility and collaborate with management to incorporate new developments into current and future solutions.
  • Communicate in a timely and appropriate manner to management and other stakeholders regarding scope, status, risks and issues.
  • Oversee application modernization projects and development of critical systems at Parks.
