About The Position

Purpose Built Communities is seeking a thoughtful, collaborative, and technically skilled Director of Measurement and Impact to help strengthen how the organization and its Network use data and evidence to understand progress, inform decisions, and tell a collective story of impact. Reporting to the Senior Vice President, Impact and Learning, the Director will translate Purpose Built’s impact measurement framework into practical research plans, evaluation strategies, data collection protocols, and evidence-building initiatives. This person will help ensure that information is not simply collected, but interpreted and applied in ways that strengthen programs, support organizational learning, and improve outcomes across Network Member communities. The Director will serve as an important bridge between complex research and the people who need to use it. Working with residents, community leaders, Network Members, staff, funders, and policymakers, the Director will translate quantitative and qualitative findings into accessible insights, compelling narratives, and practical recommendations. The successful candidate will understand that meaningful measurement must reflect community context, acknowledge the limitations and potential biases within data, and center resident voice and lived experience.

Requirements

  • Approximately seven to 10 years of progressively responsible experience in research, evaluation, data analysis, organizational learning, impact assessment, or a related field.
  • At least two to three years in a management or senior individual contributor capacity.
  • Demonstrated success implementing research studies, community surveys, population-level analyses, or program evaluations using quantitative and qualitative methods.
  • Experience managing consultants, evaluation partners, vendors, and/or small teams, including responsibility for scopes of work, timelines, budgets, deliverables, and quality assurance.
  • Familiarity with population-level or administrative data, such as census, housing, public health, education, or other community indicators.
  • Advanced study in evaluation, public policy, statistics, data science, the social sciences, public administration, or a related discipline, or an equivalent combination of relevant professional experience.
  • Collaborative and trusted partner who exercises sound judgment and approaches communities with humility and respect.
  • Commitment to equity-centered, community-informed research practices.
  • Ability to recognize the gaps and biases inherent in different data sources.
  • Genuine desire to build capacity in others.
  • Organized, curious, receptive to coaching, comfortable managing multiple priorities, and able to turn strategic direction into high-quality work plans and deliverables.

Responsibilities

  • Translate Purpose Built’s impact measurement framework into practical research plans, evaluation strategies, data collection protocols, and evidence-building initiatives.
  • Design and continuously improve systems for collecting, organizing, analyzing, and reporting information.
  • Help staff and Network Members build the confidence and skills to use evidence in planning, decision-making, and continuous improvement.
  • Implement community-based and participatory research approaches that honor local knowledge and engage residents in the collection and interpretation of data.
  • Remain current on emerging developments in administrative data, place-based evaluation, community research, artificial intelligence, and equity-centered measurement, thoughtfully incorporating new tools and methods when they strengthen the work.
  • Oversee relationships with evaluation firms, academic partners, consultants, data providers, government agencies, and community organizations.
  • Develop scopes of work, manage timelines and budgets, review deliverables, and ensure that external work meets Purpose Built’s standards for quality, rigor, ethics, and community engagement.
  • Transfer knowledge, processes, and documentation from external partners to internal staff.
  • Manage or mentor up to two research and evaluation team members.
  • Review research findings, reports, dashboards, and visualizations for accuracy and methodological soundness.
  • Assess the quality, completeness, biases, and limitations of available information.
  • Ensure that conclusions are appropriately supported by the evidence.
  • Maintain strong practices related to informed consent, data privacy, confidentiality, documentation, retention, and the protection of sensitive information and vulnerable populations.
  • Help make evidence meaningful through reports, presentations, dashboards, learning sessions, community conversations, and conference presentations.
  • Collaborate with communications and development colleagues to translate impact data responsibly for fundraising, advocacy, public engagement, and organizational storytelling.
