About The Position

Minute Man Arc for Human Services, a mission-driven nonprofit founded in 1958, is dedicated to improving the lives of over 1,000 children and adults with intellectual and developmental disabilities (IDD). With a comprehensive continuum of care across the greater Concord region, including Early Intervention, pediatric therapies, adult day services, employment supports, recreation, and various residential options, Minute Man Arc is accredited by CARF International and licensed by multiple Massachusetts state agencies. This is a pivotal moment for the organization, and the Director of Human Resources will play a central role in shaping its future. Reporting to the CEO and serving on the Senior Leadership Team, the Director will enhance the HR infrastructure, systems, and culture to support approximately 220+ employees. The HR Manager will report to this Director. The ideal candidate will be a visible, trusted presence known for fairness, consistency, and a commitment to the organization's mission.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field required.
  • Minimum of 7 years of progressive HR experience, with at least 5 years in a senior HR leadership role.
  • Experience in a nonprofit human services, IDD, behavioral health, or healthcare organization strongly preferred.
  • Demonstrated expertise in employee relations, HR compliance, recruitment, and compensation in a Massachusetts employment environment.
  • Experience overseeing payroll administration and HR information systems.
  • Deep knowledge of Massachusetts and federal employment law, including PFML, FMLA, ADA, FLSA, and applicable DDS/DPH workforce regulations.
  • Exceptional interpersonal and communication skills; able to build trust with employees at all levels.
  • High emotional intelligence, sound judgment, and the ability to handle sensitive and confidential matters with discretion.
  • Strong analytical and problem-solving skills; data-informed approach to HR strategy and decision-making.
  • Demonstrated commitment to equity, inclusion, and culturally responsive HR practices.
  • Ability to manage multiple competing priorities in a fast-paced, mission-driven environment.
  • Proficiency with HRIS systems and Microsoft Office/Google Workspace.

  • Master's degree or HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) strongly preferred.

Responsibilities

  • Serve as a strategic HR partner to the CEO and senior leadership team, advising on workforce planning, organizational design, employee relations and retention, and culture.
  • Develop and implement HR strategies aligned with Minute Man Arc's mission, values, and operational priorities.
  • Lead organizational efforts to build a culture of accountability, transparency, safety, and continuous improvement.
  • Provide guidance and coaching to managers and directors on performance management, disciplinary processes, and employee development.
  • Serve as the primary resource for employee relations matters, ensuring fair, consistent, and legally compliant handling of performance issues, disciplinary actions, grievances, and investigations.
  • Partner with legal counsel on complex employee relations matters, investigations, and regulatory compliance.
  • Oversee consistent application of disciplinary procedures across all departments and program areas.
  • Lead proactive, structured recruitment strategies to reduce vacancy rates, focusing on direct support professionals, drivers, and other hard-to-fill roles.
  • Develop and manage onboarding programs that set new employees up for success and reinforce Minute Man Arc's mission and expectations.
  • Design and implement retention strategies to reduce turnover and decrease reliance on overtime.
  • Partner with program leadership to forecast staffing needs and develop workforce pipelines.
  • Develop and communicate clear career pathways for staff at all levels, supporting professional growth and long-term retention.
  • Oversee administration of the organization's compensation and benefits programs, ensuring competitive and equitable pay practices.
  • Conduct periodic compensation benchmarking to ensure competitiveness within the nonprofit human services sector.
  • Design and oversee a robust staff training and development infrastructure, including new hire orientation, mandatory trainings, management development, and safety training, in collaboration with the Director of Quality and Training.
  • Ensure all required training is completed on time and documented.
  • Partner with the Director of Quality on incident reporting, safety training, and compliance-related staff education.
  • Ensure HR practices comply with all applicable federal, state, and local employment laws, including Massachusetts Paid Family and Medical Leave Act, FMLA, ADA, FLSA, and OSHA.
  • Maintain accurate and confidential HR records and personnel files in compliance with regulatory requirements.
  • Develop, maintain, and communicate HR policies and the employee handbook, ensuring alignment with Massachusetts and federal employment law.
  • Oversee workers' compensation, unemployment, and leave administration.
  • Partner with DDS, DPH, and other regulatory bodies as needed on workforce and staffing-related compliance matters.
  • Supervise, coach, and develop the HR Manager and Payroll Coordinator, fostering a high-performing, collaborative HR team.
  • Model Minute Man Arc's values in all interactions with staff, leadership, and external stakeholders.
