About The Position

The Director of Housing is responsible for the overall leadership, coordination, and management of all Housing Department operations and activities related to Tribal Housing and Urban Development (HUD) programs. The role ensures that all housing programs are carried out in compliance with Tribal ordinances, internal policies, the Native American Housing Assistance and Self-Determination Act (NAHASDA), and all other applicable federal, state, and local laws and regulations.

Requirements

  • Must be 25 years of age or older per our vehicle use policy.
  • A Bachelor’s Degree in Business/Public Administration or related field.
  • Three (3) years’ experience in a supervisory role.
  • Hands-on experience and working knowledge of HUD regulations and grant programs: prior experience with Tribal Housing programs is strongly preferred.
  • Must be eligible to receive CJIS clearance.
  • Excellent organizational skills with the ability to identify goals, objectives, and resources and the capability to formulate and evaluate plans to reach goals and objectives and to manage resources.
  • Strong oral and written communication skills, with the ability to effectively convey information across diverse audiences and contribute to various projects, including technical writing and editing.
  • Sensitivity to and respect for the values and culture of the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians.
  • Must have a valid driver’s license and be able to be insured to drive Tribal Government vehicles.
  • Experience and proficiency in the use of Microsoft products (Excel, Outlook, PowerPoint, Word, etc).
  • Ability to communicate clearly and effectively in English, verbally, in writing or by other acceptable means.
  • This position is considered a covered role per the CTCLUSI Background Investigations Policy. A state criminal background check and fingerprint-based background check will be required as a condition of employment.
  • This position is designated as safety-sensitive and is subject to pre-employment and other authorized drug and alcohol testing in accordance with company policy. Please note that the use of marijuana is prohibited for employees in this position, regardless of state legalization status.

Responsibilities

  • Provides overall leadership and direction for all Housing Department operations, including administration, program management, finance, procurement, contracting, occupancy, housing counseling, maintenance, development, and enhancement initiatives.
  • Develops, manages, and monitors the department’s annual operating and capital budgets, ensuring financial accountability and alignment with program goals and funding requirements.
  • Prepares and delivers presentations to Tribal Council for the purpose of securing project approvals, grant applications, budgets, program updates, and other department related matters.
  • Proactively identifies, pursues, and manages federal, state, and private funding opportunities to support and expand housing programs, including preparing grant applications and ensuring proper administration, tracking, and compliance.
  • Oversees the administration of U.S. Department of Housing and Urban Development (HUD) Native American Housing Assistance and Self-Determination Act (NAHASDA) funding, including the development and submission of Indian Housing Plans (IHPs), Annual Performance Reports (APRs), and ongoing regulatory compliance.
  • Designs, implements, and evaluates new housing programs to meet the evolving needs of the Tribal community, including rental assistance, student housing support, homeownership, and home repair services.
  • Supervises and supports Housing Department staff, including hiring, training, conducting performance evaluations, and enforcing personnel policies and procedures.
  • Oversees key tenant-related activities such as admissions, occupancy, rent collection, housing counseling, terminations, and evictions in accordance with established policies and legal requirements.
  • Manages and monitors the Rental Assistance Program, including support for student rentals, down payment assistance, and emergency or general home repair programs.
  • Analyzes and improves departmental workflows, operational systems, and service delivery; recommending organizational changes and providing training and technical support to staff and the Housing Committee.
  • Maintains strong and respectful relationships with tenants, Housing committee members, Tribal leadership, and external partners including HUD, state housing authorities, and other funding or oversight agencies.
  • Ensures all housing units receive timely and thorough inspections, and that written reports and flow ups are completed per HUD guidelines and Tribal policy.
  • Oversees the planning, development, and successful execution of new construction, rehabilitation, and housing improvement projects.
  • Ensures department wide compliance with all applicable Tribal ordinances, HUD and NAHASDA regulations, and other relevant federal, state, and local housing laws.
  • Develops and maintains departmental policies, procedures, and strategic plans to ensure effective program delivery, fiscal responsibility, and long-term sustainability.
  • Collaborates efficiently and effectively while consistently demonstrating professionalism and maintaining positive, respectful relationships with internal teams, external partners, and Tribal members.
  • Other duties as directed by management.
