About The Position

College of Marin is seeking a dynamic and experienced leader to oversee the integration of a comprehensive network of student support programs, including EOPS, CARE, CalWORKs, NextUP, and Undocumented Student Services, with a focus on advancing equitable access, opportunities, and student success. This role is responsible for planning, organizing, and managing initiatives that promote enrollment, retention, matriculation, and transfer for students experiencing social, economic, and cultural barriers. Notably, key functions include developing and implementing policies aligned with Title 5 and Education Code, providing strategic program and grant management, and fostering collaboration with campus departments and community partners. Through these efforts, the position plays a central role in strengthening a coordinated support system that promotes achievement and opportunity for all students.

Requirements

  • Possession of a Master’s degree from an accredited college or university; and One year of formal training, internship or leadership experience reasonably related to the administrative assignment, which may, but need not be concurrent with the required full-time service; and Must have, within the last four years, two years of experience or the equivalent: In the management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons having a physical or mental disability affected by educational, language or social disadvantages; or As a community college EOPS counselor or EOPS instructor, or have comparable experience in working with disadvantaged clientele.
  • In addition, shall have completed a minimum of six (6) units of college-level course work predominantly relating to ethnic minorities or persons having a physical or mental disability affected by educational, language or social disadvantages; and Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
  • A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Responsibilities

  • Plans, organizes, directs, controls, integrates and evaluates the work of the EOPS, CARE and CalWORKs, NextUP, and Undocumented Students,; with assigned employees, develops, implements and monitors long-term plans, goals and objectives focused on achieving the College’s mission and priorities; manages and directs the development, implementation and evalua­tion of the plans, policies, systems and procedures for assigned programs in order to achieve annual goals, objectives and work standards.
  • Plans, organizes and directs the implementation of multiple categorically-funded student support programs; plans, manages and oversee the fiscal management of cooperative and direct grants; develops and monitors individual programs and data input, and establishes audit trails; ensures grant-funded positions, expenditures and activities meet local, state and federal grants objectives, guidelines and regulations; oversees and participates in the tracking aggregation, analysis and reporting of data extracted from internal and external databases; analyzes, evaluates and develops reports, recommendations and plans; ensures the accuracy and timely submission funding source reporting.
  • Participates in the development of and monitors performance against the department’s annual budget; administers department budgets, including grants and other outside funding; develops financial projections and statistical reports as required; develops multiyear plans for large purchases; approves purchase requests for supplies and equipment; monitors revenue; ensures the department’s grant funding and partnership-related fiscal matters are handled in accordance with College policies and regulations as well as appropriate state and federal laws and regulations.
  • Through departmental staff, collaborates and develops partnerships with local school districts, area schools, adult education programs, public agencies and community resources to identify typically underrepresented students; plans, develops and implements program elements including outreach, student eligibility, financial assistance, instructional and social activities; provides technical expertise and information to students, staff and administrators regarding programs and services; identifies technology and online educational initiatives to support students and faculty.
  • Oversees the selection and management of department staff; establishes performance requirements, monitors performance and provides coaching for performance improvement; may participate in grievance hearings and take disciplinary action, up to and including termina­tion, to address perform­ance deficiencies, in accordance with College human resources policies and labor contract agree­ments.
  • Provides leadership for departmental operations and staff, acquires and preserves necessary resources to support departmental functions; oversees the development and implementation of new programs, services and activities.
  • Conducts studies and analyses to identify program enhancements and evaluate the effectiveness of current programs; prepares and submits annual program reviews; develops, implements and evalu­ates department plans, work processes, systems and procedures to achieve program goals and objectives.
  • Manages and monitors distribution of work within the department, oversees and assesses internal reporting relationships; identifies opportunities for process improvement, directs change manage­ment; responds to staff concerns and needs.
  • Oversees and participates in reviewing equity and student learning outcomes and assessments; produces and organizes program planning documents and student learning outcomes; conducts program reviews and studies, recommends modifications to programs, policies and procedures, implements changes; develops and updates reports and data-tracking success measures for curriculum, courses and programs for departments.
  • Establishes and maintains effective community relationships through outreach, partnerships, and community engagement events; participates in campus-wide workshops targeting special student populations including low-income, first generation students, single parents receiving County benefits, foster youth, and undocumented students; maintains advanced knowledge of requirements, restrictions and policies for all assigned categorically-funded programs.
  • Makes presentations to the Board of Trustees, Executive Leadership and other groups; represents the College and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.

  • Serves on advisory boards and task forces.
  • Oversees and participates in developing promotional materials including flyers, invitations, programs and publications.
