About The Position

The Deputy Planning and Engineering Director will work in the California High-Speed Rail Authority’s (Authority) Executive Operations office. The Advisor will work under the general direction of the Program Delivery Services (PDS) Executive Program Director. This position is responsible for providing support and advice on strategy development, alternative analysis, implementation requirements and guidelines, and other related tasks and activities as may be sanctioned by the Authority. The position is to be based out of High Speed Rail's Sacramento offices, hybrid/remote located in California will be considered (No out of state), with travel required. Keish offers flexible work locations (including working from home), flexible work hours and a robust compensation and benefits package.

Requirements

  • Bachelor’s degree in engineering, planning, or a related field, with at least 12+ years of relevant experience, or demonstrated equivalency of experience and/or education
  • A minimum of 4+ years of leadership experience, including managing teams or projects in planning, engineering, or auditing
  • Extensive experience in overseeing engineering and planning operations, ensuring compliance with established standards
  • Proven ability to manage large-scale projects and collaborate effectively with cross functional teams
  • Strong understanding of environmental regulations, sustainability initiatives, and infrastructure design
  • Excellent communication and problem-solving skills, with the ability to provide strategic guidance and drive project success
  • Excellent interpersonal and leadership skills, with the ability to collaborate effectively across departments and develop complex stakeholder relationships

Nice To Haves

  • Professional Engineer (PE) license or other relevant engineering certifications
  • Project Management Professional (PMP) certification or similar project management credential
  • Proven experience in managing public sector planning and engineering projects or working with government agencies
  • Expertise in environmental compliance and sustainability practices in infrastructure development
  • Strong knowledge of systems integration, network integration, and system certification processes
  • Familiarity with advanced project management software (e.g., Primavera, Microsoft Project) and engineering design tools

Responsibilities

  • Support program leadership in shaping long-term strategic initiatives that influence safety, performance, and operational efficiency
  • Identify and advocate for the latest innovations in HSR, including advancements in technology, materials, and processes, to optimize system performance
  • Support the planning, execution, and delivery of engineering projects
  • Provide cohesive and informed support throughout the program life cycle
  • Analyze program results and operational data to recommend adjustments that further enhance safety and performance
