About The Position

Develops, supports, and provides all technology necessary for Metro's staff engaged in providing enterprise-wide information management and applications strategy functions, while interfacing with all business units for the purpose of business/IT (Information Technology) strategy development, solution discovery, application service management, risk management, and relationship management to effectively and efficiently achieve the organizational objectives. This leadership position in Information Technology Services (ITS) will oversee the development of the ITS annual budget, oversee development and maintenance of technology policies, and lead cross functional teams to identify transit oriented technology solutions.

Requirements

  • Bachelor's Degree in Computer Science, Information Systems, Business Administration, or a related field
  • Five years of relevant senior management-level experience administering information systems
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Knowledge of theories, principles, and practices of information systems, including Software Development Life Cycle (SDLC,) Information Technology Infrastructure Library (ITIL) standards, and Capability Maturity Model (CMM)
  • Knowledge of enterprise systems and applications, including enterprise resource planning (ERP,) enterprise content management (ECM,) supply chain management (SCM,) customer relationship management (CRM,) and geographic information systems (GIS)
  • Knowledge of various technologies, including web applications, client-servers, databases, cloud storage and cloud computing, and operating system platforms, servers and networks, and their major vendors
  • Knowledge of application design concepts and development
  • Knowledge of IT networks using cable media or wireless media
  • Knowledge of applicable local, state, and federal laws, rules and regulations governing information systems within a public agency environment
  • Knowledge of project management principles, methodology, and application
  • Knowledge of basics of the transit industry

Responsibilities

  • Oversees, manages and leverages the entire life cycle of IT investments in information management systems from defining and targeting the investment mix, to planning the portfolio structure and packaging, to communicating the portfolio plan and measuring results
  • Administers public and agency policy regarding enterprise information management
  • Manages all information technology applications/software systems for Metro, including enterprise applications, electronic content management, geographic information systems, and business applications
  • Develops new and improves existing software systems across all platforms, including desktop, web, and mobile
  • Plans, directs, and coordinates unit activities which develop, implement, administer, and maintain information management systems within the agency
  • Prioritizes work requests and IT resources
  • Identifies process improvements
  • Reviews and ensures KPIs (Key Performance Indicators) have appropriate priority
  • Serves as the business relationship linkage between business units and IT
  • Focuses on strategic initiatives and plans, being proactive, anticipatory, and driving in nature, and providing significant value to business units
  • Evaluates existing and emerging technology to define standards and introduce new and enhanced technology solutions; analyzes technical information to stay up to date on current technology advances and evaluate potential applicability to Metro's needs
  • Assumes lead role in enabling business units to achieve their objectives through the effective use of technology; facilitates the planning and execution of business changes
  • Develops enterprise content management strategy to enable efficient organization and management of documents, records, web content, and other digital media/information shared internally for workforce productivity improvement and knowledge management purposes, and externally with partners, suppliers, customers, and communities for improved business processes and performance
  • Directs the preparation of requests for proposals (RFPs) for various assigned projects
  • Oversees the work of contractors and consultants in the study, design, development, implementation, and maintenance of the information systems and related projects
  • Selects, assigns, and manages staff to ensure compliance with all hiring and promotion policies and procedures; responds to employee grievances and concerns; coaches and mentors employees; and prepares, reviews and approves performance evaluations
  • Advises CITO (Chief Information Technology Officer) regarding technology training needs
  • Procures necessary products and talent
  • Manages departments, including developing, monitoring and adhering to Metro's policies, procedures, and budget, and achieving unit goals and objectives
  • May be required to perform other related job duties
