About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches. CFWB has three (3) borough-based Resource Areas (RAs) responsible for verifying and re-certifying the eligibility of all low income (non-TANF) families for voucher child-care services. This includes Eligibility Determination and Administrative which includes Intake, Data Entry and Scanning & Indexing. Reporting to the Director of the Resource Area, the Deputy Director provides overall oversight and quality assurance of the work of the Resource Area staff, and supports the Director in responding to community-based child care programs and parents, and managing staff and providing staff development.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Responsibilities

  • Engage community base stakeholders including, Advocates and Elected Officials to resolve child care application issues.
  • In the absence of the Resource Area Director represent CFWB at community events to promote child care services for children/families.
  • Troubleshoot issues/problems with community-based child care providers.
  • Respond to requests from parents/programs/providers/organizations concerning child care eligibility, voucher issuance and case status.
  • Assist in the overall supervision of and assignment of work to the Resource Area (RA) eligibility and intake staff.
  • Provide ongoing eligibility related training and technical support to CFWB RA staff.
  • Certify child care applications and recertification’s as necessary.
  • Respond to requests/inquiries from child care programs and parents and convene case conferences with parents/programs.
  • Review, prepare and submit copies of case documents in timely fashion, as requested by CFWB Fair Hearings and other CFWB/ACS office units.
  • Respond to and follow up on parent/program inquiries submitted via Enterprise correspondence.
  • Prepare and submit regular eligibility statistics reports.
  • Provide overall management of the Resource Area when the Director is absent or otherwise unavailable.
  • Implement and manage special projects as required, including those related to improving inquiry response processes and service delivery.
