About The Position

This position provides strategic and administrative leadership for Boise State University’s event security program across all major venues and campus events. The role oversees Associate Directors, ensures consistent planning standards, sustainable staffing models, and sound fiscal management, and maintains operational readiness for a growing and increasingly complex event portfolio. This position recommends event security policy, approves procedures, and provides executive oversight for high-risk and large-scale events, including direct leadership of the university’s largest stadium events. In coordination with campus partners, Athletics stakeholders, and local, state, and federal law enforcement agencies, this role ensures integrated planning, regulatory compliance, and effective incident management practices that protect the safety, reputation, and mission of the university. This position is identified as a “Campus Security Authority (CSA)” per the federal law known as the Clery Act, requiring the employee to report any crimes they become aware of to the Clery Compliance Officer and complete annual training. The role may require working evenings, weekends, and holidays as needed by the university’s event schedule. This position is not eligible for VISA Sponsorship.

Requirements

• Bachelor's Degree or equivalent plus 7 years experience, including 3 years managerial experience.
• A valid Driver’s License.
• Knowledge of enterprise event security principles, large-scale crowd management strategies, and risk mitigation practices for complex and high-attendance events.
• Knowledge of Division I athletics or comparable large-stadium event operations, including security planning for events with attendance exceeding 30,000 participants.
• Knowledge of event threat assessment principles and the ability to integrate safety and reputational risk analysis into operational planning and executive decision-making.
• Knowledge of the National Incident Management System and the Incident Command System, including experience serving in an Incident Command or Unified Command role during planned or emergent events.
• Knowledge of federal, state, and local laws and university policies related to campus safety, event operations, and regulatory compliance, including the Clery Act and Title IX (as it relates to Public Safety).
• Knowledge of fiscal management practices, including budget planning, oversight of operational expenditures, and management of contracted event security services.
• Skill in providing strategic leadership and supervision to professional employees, including performance management, coaching, conflict resolution, and organizational development.
• Skill in recommending policy and approving operational procedures that promote consistent, compliant, and effective event security operations.
• Skill in assessing operational, legal, and reputational risk, analyzing complex situations, and making sound decisions in dynamic or high-pressure environments.
• Skill in coordinating with campus partners and external public safety agencies to support integrated planning and unified response efforts.
• Skill in organizing processes, allocating resources effectively, and implementing improvements that enhance efficiency and sustainability.
• Strong verbal and written communication skills, including the ability to deliver presentations.
• Demonstrated integrity, sound judgment, and the ability to exercise discretion when handling sensitive or confidential information.
• Ability to balance strategic oversight with operational readiness while maintaining focus on institutional priorities.

Responsibilities

• Provide strategic and administrative leadership for the university’s enterprise event security program, ensuring consistent standards, sustainable staffing models, and long-term operational readiness across all campus venues and event types.
• Directly supervise Associate Directors and maintain oversight of the full event security chain of command, including hiring recommendations, performance management, professional development, succession planning, and organizational structure design.
• Recommend event security policies and approve operational procedures to ensure compliance with university requirements, federal and state law, and nationally recognized incident management practices.
• Establish standardized planning frameworks, documentation requirements, and quality control processes to ensure consistent application of event security protocols across venues.
• Exercise delegated authority to determine appropriate security measures for events based on operational, legal, and reputational risk assessments.
• Ensure integration of formal event threat assessment processes into planning and executive decision-making.
• Manage the event security operational budget with Director oversight, including fiscal planning, monitoring expenditures, forecasting staffing needs, and allocating resources to support high-demand and high-risk events.
• Oversee the selection, performance, and management of contracted third-party security services and related operational vendors.
• Lead long-term strategic planning for the event security program, including staffing model development, capacity planning, equipment lifecycle management, and program scalability to meet the university’s evolving event portfolio and institutional priorities.
• Provide oversight for high-risk, complex, and large-scale events, including event security planning of the university’s largest stadium events.
• Review and approve Event Action Plans developed by Associate Directors and may personally develop plans for the more complex or high-profile activities.
• Serve as the primary Incident Commander for medium-scale events and may serve in a Unified Command role during major events when formally designated in operational plans.
• Ensure appropriate command structure, interagency coordination, and documentation consistent with the National Incident Management System.
• Coordinate with campus partners, Athletics stakeholders, and local, state, and federal law enforcement agencies to support integrated planning, unified response capability, and effective crisis management.
• Lead after-action reviews for major events and ensure continuous improvement of planning processes, staffing models, and operational procedures.
• Represent the Department of Public Safety in planning meetings, committees, partnerships, executive briefings, and professional forums related to event security and public safety operations both internal and external to the University.
• Engage in Departmental problem-solving for organizational issues; make recommendations for departmental efficiencies and advancement.
• Plan and coordinate a variety of special administrative projects and assignments.
• Renew job knowledge by reading professional journals, participating in educational opportunities, and belonging to professional organizations.
• Engage the entire campus community through workshops and training programs, designed to enhance the student experience and the safety and security of all community members.
• Provide leadership and management of the units under the supervision and coordination of his/her chain of command.
• Manage employees’ scheduling, work assignments, communication, and personnel development.
• Lead a unified team for the entire unit, assisting with communication, team building, professional development, incentives, and compensation review programs.
• Ensure customer service for the entire campus community, as well as the general public.
• Manage workflow and productivity of personnel to ensure that the needs of the department and campus community are met.
• Design educational staff training modules that include detailed job orientation at the start of employment as well as through regular staff meetings and ongoing training to ensure regulatory compliance.
• Respond to the campus within 30 minutes for unplanned events and emergency response.
• Oversee the evaluation of event outcomes and ensure continuous improvement of planning, staffing, and operational procedures.
• Oversee the university’s Federal Partner Program for major events, coordinating participation of federal law enforcement partners to support enhanced security presence and risk mitigation strategies for high-profile or high-attendance activities.
• Ensure appropriate integration of federal partners into operational planning and after-action review processes.
• Emergency Operations Center (EOC) and Event work will be required.
• Perform other duties as assigned.
