The Division of Campus Community Safety (DCCS) unifies front-line public safety units across the University for a holistic approach to campus community safety, innovation in approaches, and clarity in leadership responsibility and accountability. Key units include UW Emergency Management, SafeCampus and the Seattle campus UW Police Department. Division staff work daily in partnership with units across and outside the UW system to both create safer, welcoming campus environments; prepare for potential natural or human-made disasters; and respond appropriately to incidents. The University of Washington Police Department is an accredited public safety department that provides for the overall safety and security of the campus community. UWPD’s responsibilities include deterring, reducing and solving crime; engaging in proactive crime prevention and problem-solving strategies; completing investigations for prosecution; dignitary protection; and handling large crowds such as NCAA football games and other athletic events, concerts and other activities. Under the general direction of the Director/Chief of Police and with delegated authority, the Director/Deputy Chief provides leadership and manages the department’s operations to provide effective and efficient law enforcement and public safety services to the citizens of the University of Washington. Responsible for oversight of the Operations Division, which includes Patrol, Criminal Investigations, Logistics and Planning, Information and Technology, Security Services, Quartermaster, and oversight of Internal Affairs. Will serve as liaison to external partners including SPD, WSP, FBI, Eastside Chiefs, King County Police Chiefs & Sheriffs, and Coalition of Small Police Agencies (CSPA). Will also be responsible for continuous enforcement of laws and ordinances, the protection of life and property, and the preservation of peace within the University community. The individual will also be responsible for policy updates as needed. The individual will serve as second in command of the Police Department and will assume command of the Department in the absence of the Director/Chief of Police The incumbent will serve as a member of the Command Staff and have delegated responsibility for data driven strategic goals related to all law enforcement operations. Must keep abreast of the changing laws and community opinions in representing the department and reviewing policy updates. The UWPD is a leader in its collaboration with other law enforcement agencies in fostering an environment of public safety. This position requires involvement with various individuals, establishing and employing effective communication methods within and external to the department, and ensuring that the UWPD is managed in accordance with appropriate laws and regulations. The incumbent provides vision, strategic leadership, planning, coordination and management of all resources of law enforcement operations. The areas of control of this position support the overall safety of students, faculty, staff and visitors of the University of Washington.

Requirements

  • Bachelor's degree, preferably in criminal justice, police science, public administration, or related field.
  • Minimum ten (10) years’ experience in progressively responsible law enforcement work, including considerable experience in a supervisor capacity in supervision and administration.
  • Must be a State of Washington commissioned officer or able to obtain commission status within 12 months of employment.
  • Must show a demonstrated interest in self-improvement by taking advantage of educational opportunities in new laws and innovations in law enforcement.
  • Must possess a thorough knowledge of the principles and procedures of modern police science and administration.
  • Must possess a thorough knowledge of all applicable local, state and federal laws.
  • Must possess demonstrated ability to plan, coordinate, assign and supervise the work of a large number of subordinates engaged in a variety of police and related activities.
  • Demonstrated ability to adapt to change with ease and readily identify creative alternative solutions.
  • Ability to establish and maintain satisfactory working relationships with the public, city officials, governmental authorities and employees.
  • Ability to communicate effectively with a wide range of individuals both written and verbally
  • A valid Washington State driver's license

Nice To Haves

  • Graduate of the FBI National Academy or similar type executive training program

Responsibilities

  • Plans, directs and manages the Operations Division to include Patrol, Criminal Investigations, Logistics and Planning, Education and Training, and provides leadership and management oversight for the entire department in the absence of the Director/Chief of Police.
  • Evaluates subordinate performance; participates in personnel actions such as appointments, promotions, demotions, discipline and scheduling; reviews crime trends; directs the development of personnel assigned to the Operations Division.
  • Monitors department police operations by attending various meetings, observational review of subordinates, regularly review the schedules, timesheets, criminal reports, operational reports and other department activity reports for quality and approval.
  • Participate in labor/management negotiations and joint labor/management meetings.
  • Assist the Director/Chief of Police and the executive leadership team in the development and control of the annual budget proposal in formulation and implementing police policy, procedures, rules, regulations and programs.
  • Fosters communications and cooperation with other law enforcement agencies, departments and personnel.
  • Participate in administrative On-Call rotation and respond to scenes of major crimes, emergency situations or other critical incidents, providing support or direction of activities as necessary.
