About The Position

Applications are being accepted from both AFSCME Union members and the public. AFSCME Members must apply within the first 14 days of this posting to be considered as an in-house candidate. Any applications received after the first 14 days will be considered with applications from the public. Applications from the public will be considered only after all in-house union obligations have been met. All applications will be screened to ensure they meet all the minimum requirements. Qualified candidates will be invited to participate in a oral interview. To be placed on the eligible list, candidates must achieve a score of 70% or better on the oral interview. Requirements

  • Associate’s degree with concentration in public administration, finance, accounting or business administration or equivalent experience in the finance field.
  • One year of experience finance or treasury office, public sector preferred.
  • One year of supervisory experience, preferred.
  • Knowledge of municipal treasury operations, including cash management, revenue collection, banking activities, and financial reporting.
  • Skill in supervising, training, and coaching staff to achieve departmental goals and maintain high performance standards.
  • Ability to accurately process and reconcile financial transactions while maintaining a high degree of accuracy and attention to detail.
  • Knowledge of real and personal property tax laws and tax collections, City Income Tax ordinances, and accounting principles.
  • Effective communicator with strong oral and written skills.
  • Strong ability to prioritize, multi-task, and meet deadlines.
  • Proficiency in computer applications, including Microsoft Office Suite, and the ability to learn department-related software and hardware systems, including BS&A.
  • Ability to troubleshoot and resolve issues that may arise, ensuring minimal disruption to operations.
  • Demonstrated experience handling, reconciling, and maintaining accountability for large sums of money.
  • Ability to communicate effectively in person, by telephone, and through written communication.
  • Vision abilities required include close vision, distance vision, and depth perception sufficient to perform essential job functions

Nice To Haves

  • Bachelor’s degree preferred.
  • Michigan Certified Professional Treasurer (MiCPT) administered by the Michigan Municipal Treasurers Association (MMTA), preferred.
  • If not in possession at the time of hire, must obtain within 4 (four) years of appointment to the position and maintain certification during employment.

Responsibilities

  • Supervises staff and manages daily operation of Treasurer’s Office
  • Supervises accounting functions, including accepting payments, performing daily cash balancing of all receipts and accounts, and preparing summary reports.
  • Investigate and rectify improperly applied payments and handles customer complaints and issues.
  • Acts as the primary contact/liaison for outside payment processors and provides training to staff.
  • Maintains treasury inventory of checks, receipts, supplies and handles all Treasury correspondence, including return check letters, mortgage company letters, and emails.
  • Performs daily banking transactions and receipting and reconciliation and remote deposits.
  • Handles incoming Treasury telephone calls and emails.
  • Monitors and controls expenditures to prevent unnecessary or inefficient spending, while planning, assigning, and supervising work to maximize efficiency and minimize waste of time, materials, and resources, and ensuring compliance with policies related to ethical conduct, use of public resources, and workplace accountability.
  • Performs other duties as assigned.
