About The Position

In coordination with, and under the supervision of the County Treasurer, supervises and participates in the activities of department employees, ensuring an even workflow, and assisting with staffing decisions including hiring and disciplining personnel and employee evaluations. Assists employees and the public with difficult, complex, and sensitive problems. Acts for the County Treasurer in the absence of that official. As the Chief Deputy County Treasurer, assists with all aspects of the office and acts for the County Treasurer in the absence of that official. Assists the County Treasurer with staffing decisions including interviewing applicants for employment, employee evaluations, and recommends disciplinary action or termination. Supervises training of staff, makes job assignments, manages employee vacation schedules, has authority to schedule part-time employee to work additional hours for back-up as needed, intercedes with difficult customers, and assists with operational or procedural inquiries. Assists the County Treasurer with annual auction of properties foreclosed for delinquent taxes, including preparing documents, supervising receipting of funds and issuance of Quit Claim Deeds. Coordinates office activities and supervises employees engaged in collecting money for delinquent property taxes, computing and preparing delinquent tax statements, providing information regarding tax matters to the public, certifying tax deeds, conducting tax searches, receiving and accounting for revenues from other county departments, and performing a variety of other activities related to processing and maintaining tax records. Supervises employees who assist customers by researching the tax status of property, providing the name on the tax roll, taxes paid or due, and amount required for payoff. Examines and verifies property descriptions and previous assessed value, special assessments and millage rates. Updates delinquent tax names and addresses and prepares changes for delinquent notices. Supervises the preparation and distribution of delinquent tax notices. Assists employees with the above tasks as needed. Provides information by telephone and in person to taxpayers, banks, real estate personnel, title companies, attorneys and other interested parties concerning the tax status of property within the county. Explains and clarifies the tax collection process to the public. Calculates the charge back of taxes necessitated by Michigan Tax Tribunal and Board of review Orders or when property becomes state owned. Prepares changes to taxes as ordered, correspondence, and billings necessitated by the charge back of taxes. Works with local assessors to obtain necessary tax information and either calculates refunds and requests that they be paid or removes delinquency from computer records. Processes homestead exemption changes, denials, and rescissions ordered by the Board of Review, Michigan Tax Tribunal, or the State Tax Commission. Assists the County Treasurer with investment of county funds. Performs various accounting functions such as receiving and receipting transmittal money from county departments and preparing bank deposits. Supervises the reconciliation and balancing of deposits and cash receipts and prepares bank deposits. Keeps track of active bankruptcy cases in the county that involve a property tax liability in order to protect the county against potential tax loss. May diagnose and resolve computer software problems, prepare, install, and upgrade software, and trim users in the operation and maintenance of computer equipment, software, and network administration. May serve as a resource to departmental staff on computer related matters. Assists employees with “notice” mailings three times a year including printing, bursting, folding, and stuffing and sealing envelopes. Assists with the annual audit by pulling data, testing financial data for verification, and providing other support. May assign portions of these tasks to other employees, as needed. Able to perform all of the duties of an Account Clerk- Treasurer as needed for supervision and back-up. Assists County Treasurer with Land Bank Authority as Secretary, taking and typing meeting minutes, preparing agenda and board meeting schedule and notifying board members of meeting dates.

Requirements

  • Possession of a high school diploma or equivalent.
  • Three years of experience which provided familiarity with all aspects of the operation of the County Treasurer’s office.
  • Some experience which provided a working knowledge of window-based programs.
  • Experience and familiarity with assessing to the point that he/she is capable of earning a Level I Assessing certificate within one year of employment.
  • Knowledge of County and department operations, services and policies.
  • Knowledge of general office procedures, general accounting and bookkeeping principals and terminology.
  • Knowledge of BS&A software systems.
  • Skills in operating modern office equipment such as calculator, computers, copiers, printers, scanner, fax machines, check scanner and multi-line phone system.
  • Skills in Microsoft Office, including Excel, Word and Outlook.
  • Ability to produce financial reports and records through excel or other software using complex formats and formulas.
  • Ability to communicate effectively orally and in writing.
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationship with customers, co-workers, and representatives of other agencies.
  • Ability to read and interpret land legal descriptions, measure and sketch to verify against the tax roll description for deed certification.
  • Ability to maintain accurate and organized records.
  • Ability to enter and retrieve information from a computer.
  • Lifting index and tax record books weighing up to 30 pounds from shelves to work areas.
  • Bending and stooping to access departmental files and records and operate equipment.
