About The Position

Work is performed under the direction of the City Treasurer, in relation to management and procedure practices in the Treasurer’s Office. The Deputy Treasurer, in the absence of the Treasurer performs all duty related work of the Office of the Treasurer.

Requirements

  • Bachelor’s degree in Business Administration, Public Administration, Accounting, Finance, or a closely related field required.
  • Minimum of two (2) years of relevant municipal government experience required.
  • Knowledge of Treasurer’s Office operations, tax collection procedures, and related municipal financial processes.
  • Proficiency in computer applications, including Microsoft Office Suite and financial/accounting software.
  • Ability to operate a calculator, demonstrate knowledge of investment practices, and meet bonding requirements.
  • Ability to work independently, gather and analyze data, prepare reports, and maintain accurate records.
  • Must successfully pass a post-offer drug screening and physical examination.
  • Ability to apply principles of rational systems to solve problems and interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form
  • Able to read at a level to understand procedures and methods related to the job, as well as communicate effectively both verbally and in writing
  • Math ability that includes financial/accounting math skills
  • Ability to complete light work that includes exerting up to 20 pounds of force occasionally, or up to 10 pounds of force frequently or a negligible amount of force constantly to move objects; physical demands are in excess of those for sedentary work
  • Hearing to perceive information at normal spoken word levels and receive detailed information through oral communication and/or make fine distinctions in sound
  • Visual acuity for color perception; depth perception, night vision, peripheral vision, determining accuracy and thoroughness of work and observation of general surroundings and activities

Responsibilities

  • Sets up procedures regarding a tax collection period
  • Correspondence to banks, school districts, mortgage companies, etc. regarding forthcoming tax collections
  • Records City, County and school tax payments from the daily cash report, listing the breakdowns for City, Council and six school districts
  • Communicates with the public on requests for service and/or complaints in person or on the phone
  • Distributes vendor checks after Treasurer signs same
  • In absence of Treasurer, Deputy Treasurer stamps Treasurer's signature after verifying all accuracies on check
  • Verifies all bank deposits
  • Reconciles cashier’s daily report and tax collection report
  • Supervises office personnel when Treasurer is absent from office
  • Acts in a confidential manner for the Treasurer
  • Handles all business correspondence for the Treasurer
  • Trains all Treasurer’s Office personnel
  • Maintains the pension files on all Act 345 and General Government Retirees: Per motion from Pension Boards initiates correspondence to Comerica Bank to commence pension benefits. Through correspondence, phone calls and personal contact with retirees, changes of non-financial information is forwarded to Comerica Bank such as banking agreements, credit union changes, addresses, W-4P information, stop payment checks, etc.
  • Prepares financial reports for the Treasurer
  • Delivers bank deposits upon request
  • Keeps personnel records for all department employees full and part-time
  • Scrutinize and recalculate amounts on employee payoff checks
