For more information, please visit our MDHHS Diversity, Equity, and Inclusion Plan. 9-P11 Level Analyst: The position is part of a team responsible for monitoring and oversight activities regarding Community Mental Health Service Provider (CMHSP) and Prepaid Inpatient Health Plan (PIHP) grants and contracts divided geographically within the work area. This position tracks and reviews contractor reports and corrective action plan submissions for timeliness, completeness, and accuracy. Responsibilities include reporting requirements and preparing documents for internal review. Position Description 12 Level Analyst: This position is responsible for serving as the recognized resource for Community Mental Health Service Provider (CMHSP) and Prepaid Inpatient Health Plan (PIHP) contract monitoring and financial oversight, including summarizing contractor submitted financial reports, for assigned regions. Additional responsibilities include contract language review, reporting oversight, providing technical assistance, and corrective action plan oversight. The position works with several other MDHHS staff in different work areas to ensure unity and consistency of work.

Requirements

  • Possession of a bachelor’s degree in any major.
  • Departmental Analyst 9: No specific type or amount is required.
  • Departmental Analyst 10: One year of professional experience.
  • Departmental Analyst P11: Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service.
  • Departmental Analyst 12: Three years of professional experience, including one year of experience equivalent to the experienced (P11) level in state service.
  • Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.
  • The use of artificial intelligence (AI) software of any kind is prohibited in all areas of the selection process; including, but not limited to, responses to application questions, and responses to interview questions or exercises.

Responsibilities

  • tracks and reviews contractor reports and corrective action plan submissions for timeliness, completeness, and accuracy.
  • reporting requirements and preparing documents for internal review.
  • serving as the recognized resource for Community Mental Health Service Provider (CMHSP) and Prepaid Inpatient Health Plan (PIHP) contract monitoring and financial oversight, including summarizing contractor submitted financial reports, for assigned regions.
  • contract language review, reporting oversight, providing technical assistance, and corrective action plan oversight.
  • monitoring contractor financial status and preparing financial reports, applying financial expertise to recommend approval or denial of contractor financial submissions.
  • reviewing contracts, amendments, and required contract submissions for completeness, accuracy, and consistency with MDHHS funding, reporting requirements in EGrams system, and policy.
  • identifying and participating in the provision of on-going technical assistance regarding contract development, contract provision clarification, compliance, and compliance/performance expectations to assigned CMHSPs/PIHPs.
  • maintaining report schedules and consults regularly with PIHPs/CMHSPs Directors or designated staff to assure timely submission of contracts, amendments, other required reports, and other contract related documents.
  • monitoring PIHPs/CMHSP for contract compliance and performance including corrective action plan resolution.
  • maintaining regular contact with other MDHHS staff (re: performance indicators staff, site review team, Office of Recipient Rights, HAB Waiver, Children's Waiver, etc.), in order to coordinate timely access to needed information, and assure consistent communication with the PIHPs/CMHSPs.
