About The Position

Cambria County Children & Youth Services is seeking an outgoing individual to serve as the lead fiscal staff in the agency. This role is crucial for strengthening local services by ensuring resources are used wisely to assist youth and families. The position is ideal for someone organized and ready to guide fiscal operations within a team dedicated to supporting positive community outcomes.

Requirements

  • One year as a County Fiscal Officer 1; or
  • Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or
  • Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or
  • An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.
  • Pass a conditional offer of employment which requires a medical examination and a drug screening.
  • Pass satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance, as this position falls under the provisions of the Child Protective Services Law.

Responsibilities

  • Oversee financial planning and reporting for agency programs.
  • Guide, train, and support fiscal staff in daily tasks and assigned projects.
  • Assemble and prepare state and county budgets by reviewing expenditures and analyzing program needs.
  • Oversee completion of state and federal expenditure reports and ensure compliance with regulations.
  • Assist with audit preparation and participate in required audit activities.
  • Monitor agency grants, ensure regulations are followed, and prepare financial reports for state submission.
  • Oversee the review of applications to determine medical and Title IV-E eligibility for children entering placement.
