About The Position

This position participates in the planning, design, and implementation of a continuum of Drug & Alcohol prevention, intervention, treatment, and treatment-related services. The role supports caring professionals committed to improving community health and safety for residents of Luzerne and Wyoming counties. The County Drug & Alcohol Program Assistant Administrator supports the coordination and oversight of multiple, varied programs and services across the bi-county area, aiming to improve community well-being and positively impact lives.

Requirements

• A Master’s Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals; or
• A Bachelor’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and four (4) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals; or
• An Associate’s Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals.
• Meet the PA residency requirement.
• Be able to perform essential job functions.

Responsibilities

• Monitor prevention, intervention, treatment, and treatment related services to ensure quality and consistency.
• Direct the implementation of Case Management responsibilities.
• Support the creation and revision of policies, procedures, protocols, and plans related to service delivery.
• Oversee the tracking, analysis, and submission of provider, program, and fiscal data for required state, federal, and county reporting and compliance.
• Serve as a resource and give technical assistance to providers on a wide range of administrative, professional, fiscal, and programmatic matters including legal requirements, contract compliance, procedures, and performance expectations.
• Assist the Administrator with managing funds availability for in-house or contracted services and assessing provider and staff training needs.
• Deliver presentations and represent program interests when needed within county, community, and politically sensitive settings.
