Hill International is seeking a Cost Analyst in San Jose, California. This role involves preparing cost reports, schedules, and other documentation to support and drive capital project delivery. The analyst will utilize WBS structures to organize scope-based activities, manage budgets, commitments, expenditures, and forecasted costs. A key aspect of the role is understanding budget appropriation/contract authority versus secured/committed funds. The Cost Analyst will collaborate with project managers and stakeholders to define scope, prepare capital project requests, monitor progress, and update reports. Responsibilities include reviewing consultant and contractor progress payments for compliance with organizational policies, assisting in the development of cost control and reporting procedures, and maintaining project controls/reporting tools such as staffing plans, databases, financial reports, and project schedules. The position also serves as a liaison between project delivery and other organizational divisions, prepares various reports including grant reports, and communicates project fund sources and their eligibilities. The analyst must be able to understand project details and connect them to higher-level programs and agency requirements, goals, and objectives. Additionally, the role involves coordinating the Change Control Board and managing the review and routing of Construction Change Orders.
