About The Position

The Coordinator, Water & Sewer is responsible for providing operational and business assistance in support of the maintenance, preservation, and operation of City infrastructure related to sewer and water infrastructure. Working in support of the Supervisor, this position co-ordinates and schedules resources and tasks/projects, provides business support through advanced operational analyses, and assists with the management of multiple work crews and contractors.

Requirements

  • Grade Twelve (12) or General Education Development (GED) equivalency.
  • Typically, the completion of four (4) relevant post-secondary courses (engineering, mathematical, computer, business, administrative) (Grade XII courses in Algebra, Trigonometry, Calculus, Statistics, Chemistry, Computers, Accounting or Physics are equivalent to post-secondary).
  • Minimum of two (2) years supervisory experience coupled with a minimum of five (5) years of experience in a relevant industry experience.
  • Must have demonstrated supervisory, leadership, and project management abilities to plan and organize operational projects, activities, and resources.
  • Knowledge of supervisory and leadership principles and effective practices.
  • Diverse knowledge of water and sewer infrastructure, material, preservation, preservation, and operation.
  • Knowledge of applicable rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual pertaining to sewer and water operations.
  • Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, Labour Standards Act, collective Bargaining Agreements and in accordance with City policies, standards, practises and guidelines.
  • Demonstrated ability to make operational and business computations, compilations, estimates, analysis, and evaluations.
  • Demonstrated ability to listen, understand and respond to public and internal inquiries/concerns both verbally and in written form, in an acceptable, sensitive, positive, and respectful manner.
  • Demonstrated ability to prevent and resolve conflict, and establish and maintain effective working relationships with superiors, associates, direct reports, and the public.
  • Ability to operate basic computer skills, and familiar with navigating office productivity software such as Excel, Word, etc.
  • Demonstrated ability to create and maintain a safe, respectful, innovative, and contemporary work environment.

  • Candidates must possess or be willing to complete a recognized supervisory development program.
  • Must possess and maintain a valid Class 5 driver's license with the ability to obtain a Class 1 License with an A endorsement and/or other training qualifications and certifications as deemed necessary for the position by management.
  • Must successfully complete progressive certification exams within 1 year of being eligible to do so under the Saskatchewan Water and Wastewater Operator Certification Standards 2002, as applicable to the work unit assigned at any given time.
  • Must maintain the highest level(s) of certification possible as identified under the Saskatchewan Water and Wastewater Operator Certification Standards 2002 and based upon their entire applicable career education and experience.
  • Will be required to work from variable bases of operation. (i.e. City Yards on 4th Avenue and/or other designated bases).
  • Must be able and willing to perform work of a physical nature in all types of plants, field environments and inclement conditions.
  • Must be willing to be on call, perform overtime, and work shift and/or irregular hours.
  • Respond to call outs and emergencies as required.
  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills, and knowledge.

Responsibilities

  • Co-ordinate resource management and work scheduling to ensure daily staff assignments are aligned with work and construction plans, work with supervisors, other coordinators, and employees to establish or adjust work schedules, processes, and programs to meet required deadlines, targets, goals, and objectives.
  • Monitor, compile, maintain, analyze, and interpret operational and business data and statistics for the purpose of recommending changes and improvements to preservation, maintenance and operational plans, programs, procedures, materials, equipment, staffing, contractors, and work schedules to improve the efficiency, effectiveness and safety of work crews, contractors, and operations. Data and statistics typically involve daily, weekly, and monthly expenditures, equipment usage, production, performance, quality of products and customer service.
  • Monitor, identify and evaluate infrastructure assets and services for operational performance and Community safety.
  • Listen, investigate, assess, and determine action required to prepare and present appropriate stakeholder responses regarding operational issues. Conduct effective public relations and communication with a strong customer service orientation.
  • Investigate, assess, and prepare written responses, documentation, and recommendations regarding concerns and inquiries from internal and external customers.
  • Manage requests for service for the work unit.
  • Assist with the organization and management of multiple work crews and contractors engaged in the performance of tasks relating to the preservation, maintenance and operation of water and sewer infrastructure.
  • Continuously monitor and assess field operational projects and services, including contracted services to ensure they are carried out efficiently, effectively, respectfully, and safely, in accordance with legislation and recognized policies, practices and standards.
  • Promote, enforce, and assist the Supervisor to assure compliance of personnel, crews, equipment, materials, and contractors at work sites to meet Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.
  • Interpret and communicate specifications, blueprints, diagrams, manuals, and work orders procedures, guidelines and policies to employees and contractors to ensure compliance with requirements.
  • Ensure the integrity and accuracy of time, production, and reports submitted by members of the work crew(s) as well as invoices of contractors.
  • Requisition and purchase materials, small tools, and supplies within the limits of established authority.
  • Confer and coordinate with representatives of businesses and utilities to facilitate maintenance, preservation or construction projects and activities.
  • Provide input into and assist in labour relation activities such as staffing, discipline, and staff development and performance appraisals of work unit staff.
  • Establish and manage inventories for parts, supplies, replacement units, tools, special equipment, and materials pertaining to the work unit.
  • Identify and resolve risk management issues related to sewer and water infrastructure, equipment, and operations.
  • Perform related duties as required.
