About The Position

Join an innovative group of professionals focused on improving the way the City moves. The Coordinator, Training & Development will be part of a new Workforce Development unit within Fleet Services. This role will focus on developing and implementing professional learning programs for multiple teams within Fleet Services. The team will also focus on establishing career advancement pathways, the development of youth training programs for specific roles within the division, as well as lead corporate and internal employee engagement initiatives. The division, Fleet Services, manages the largest municipal fleet in Canada and one of the most complex fleets in North America, providing responsive, efficient fleet management services to City divisions, agencies and corporations that maximize safety and environmental sustainability.

Requirements

  • Post-secondary degree or diploma in adult learning/education, human resources or a field relevant to training and development, organizational development or an equivalent combination of education and experience.
  • Demonstratable experience managing multiple complex projects, applying project management tools and methods to meet deadlines and deliverables
  • Considerable experience in the design, delivery, reporting and monitoring of training and education programs, including demonstrating effectiveness based on outcomes and results.
  • Considerable experience designing, developing, customizing, delivering and evaluating education and training programs in a large, complex organization, facilitated in classroom, virtual and self-study settings.
  • Experience with instructional design principles and methodologies for planning, developing and designing eLearning content using learning management systems.
  • Proficiency in eLearning authoring tools such as Adobe Captivate, Articulate Storyline, Rise, etc.
  • Ability to create accessible (AODA-compliant) documentation and eLearning content.
  • Ability to lead project teams, working groups and/or supervise staff in a unionized environment.
  • Superior ability to prepare reports and presentation materials using Microsoft Office Suite including, Word, Excel, and PowerPoint.
  • Excellent leadership and interpersonal skills to deal effectively with staff, all levels of management and internal/external service providers.
  • Excellent analytical and critical thinking skills to evaluate and make recommendations to enhance or develop new training and/or programs.
  • Strong organizational skills with a proven ability to oversee multiple projects concurrently in a fast-paced environment.
  • Knowledge of applicable collective agreements and legislation in the areas of Accessibility, Human Rights, Employment, and Occupational Health and Safety.
  • Ability to support training on evenings and weekends (on occasion, when operationally necessary) and to travel to different work locations when required.
  • Excellent communication skills and the ability to build rapport and communicate effectively with frontline staff, subject matter experts and senior leadership.
  • Fundamental knowledge of organizational effectiveness principles and how they relate to divisional training and development initiatives.
  • Sound knowledge of adult education principles, practices and training and evaluation methodologies.

Responsibilities

  • Develop new career advancement programs for specific roles within the division
  • Support current trainee/apprenticeship programs to ensure progression of apprentices within a supportive model
  • Develop new youth training programs and other ‘pipelines’ into specific roles
  • Develop and implement regulated training exercises, in a matrix reporting structure to the Manager, Fleet Safety and Compliance within Marine Services
  • Design, develop, implement and evaluate innovative learning solutions using a variety of delivery methods (instructor led, in-class, virtual instructor-led, eLearning).
  • Develop and maintain customized electronic guides, training materials and job aids.
  • Conduct needs assessments with teams within Fleet Services to develop annual learning plans, ensuring training cycles comply with health and safety legislation and other regulatory requirements.
  • Ensures legislative, policy, and procedural changes are integrated with the overall training and staffing plans and programs.
  • Work collaboratively with multiple stakeholders including Fleet’s senior management team, People and Equity, and Fleet staff on key initiatives including the employee engagement action plan.
  • Work with all teams in the division to develop and implement comprehensive training and workforce development plans and strategies.
  • Work with senior leadership within Fleet Services to address any skills gaps within their teams on a planned and ad hoc basis.
  • Plan and execute complex public-facing (for example, a skilled trades event for youth) and internal events, working collaboratively with other staff leads to meet collective objectives.
  • Maintains and updates centralized repository of training records, proactively identifying staff with training gaps.
  • Lead process improvement and standardization of qualification and training completion tracking as needed.
  • Deal with confidential and sensitive information regarding operations, assets and resources, proposed or new management initiatives, strategies or programs.
  • Make recommendations to Divisional Senior Management regarding training and workforce development and facilitates the implementation of related policies.
  • Develops and ensures appropriate information and communication strategies and/or dissemination briefings to Senior Management.
  • Research, evaluate and identify potential training providers.
