Administer SBE Program requirements for assigned bond-funded construction and professional services procurements and contracts, maintaining required documentation and supporting compliance with district policies, procedures, contract requirements, and Board-approved program requirements. Coordinate assigned SBE initiatives, projects, and program activities by developing work plans, tracking milestones and deliverables, coordinating participants, and providing status updates to the Director. Support small-business outreach and engagement by communicating procurement opportunities, coordinating outreach activities, responding to vendor questions, and connecting businesses with appropriate district resources. Review procurement and solicitation documents for assigned projects to confirm applicable SBE requirements are accurately incorporated and documented before release or award. Monitor SBE participation and contract-compliance activity for assigned contracts, including subcontractor commitments, utilization, required reporting, payment information, and other program documentation; identify exceptions and follow up as appropriate. Analyze procurement, contract, vendor-participation, and program data for assigned work; identify trends, discrepancies, or recurring issues and provide findings and recommendations to the Director. Conduct assigned compliance reviews and fact-finding related to SBE participation, vendor documentation, contract performance, or reported concerns; document results, support corrective-action follow-up, and escalate significant matters to the Director. Maintain program records, tracking tools, dashboards, and reports that provide accurate and timely information on SBE participation, compliance activity, outreach, and assigned project status. Prepare reports, correspondence, presentations, briefing materials, and recommendations for review by the Director and use by department and district leadership. Apply established standard operating procedures, business processes, program guidelines, and compliance-monitoring practices; recommend practical improvements based on recurring issues, user feedback, data, and lessons learned. Serve as a day-to-day liaison with Procurement Services, Bond & Construction Management, vendors, consultants, contractors, program management firms, and other stakeholders to coordinate information, resolve routine program issues, and support timely project delivery. Build productive working relationships with chambers of commerce, governmental agencies, business organizations, educational institutions, community partners, and small-business stakeholders, and participate in meetings and events on behalf of the Small Business Office as assigned. Develop and deliver program training, workshops, technical assistance, and informational sessions on procurement processes, SBE certification, compliance requirements, vendor engagement, and district procedures. Coordinate meetings, stakeholder workgroups, outreach events, and program communications for assigned initiatives, including agendas, materials, follow-up items, and documentation of outcomes. Provide technical guidance and responsive customer service to district staff, vendors, and partners; research program questions, apply sound judgment within established authority, maintain confidentiality, and perform other related duties as assigned.
