About The Position

Under general supervision of the Manager-Procurement Services, provide technical expertise and assistance in the lifecycle of contracts, ensuring compliance with organizational policies, legal regulations and procurement standards. This role supports internal stakeholders by providing pre-procurement and post-award support to departments throughout the agency.

Requirements

  • Bachelor's degree in Business, Business Administration, Public or Non-profit Administration, Program Management, or closely related field.
  • Four years of experience in providing procurement support, preferable in a public or private transit related organization; Or an equivalent combination of education and experience.
  • Ability to work independently with minimal direction.
  • Principles of report preparation, interpretation and presentation.
  • Ability to train others in standard procedures and processes.
  • Techniques to work effectively under pressure, meet deadlines, and adjust to changing priorities.
  • Ability to troubleshoot issues and develop and present possible solutions.
  • Ability to deliver clear and concise verbal or written communication.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, online storage, and financial software.
  • Principles of business writing and basic report preparation.
  • Ability to develop effective operating procedures and work instructions.
  • Understanding basic principles and practices of purchasing.
  • Strong relationship-building and management, and ability to positively influence the work of others.
  • Ability to sufficiently interpret and administer policies and procedures to discuss, resolve, and explain them to staff.
  • Interpret and apply applicable federal, state, and local policies, laws, and regulations.
  • Provide assistance in administering the program control functions for contracts, projects, and services.
  • Collect, evaluate, and present information and data from multiple sources.
  • Conduct research and analysis to provide appropriate recommendations based on the findings.

Responsibilities

  • Generate and analyze data and reports on contract status, expiration and burn rates.
  • Meet with departments or divisions at least monthly to review contract status reports.
  • Monitor purchase orders that should be closed in the EAM/ERP system.
  • Perform invoice compliance reviews against contract terms.
  • Support the Contracts Help desk.
  • Identify project manager, invoice reviewer and contract specialists name that are not current.
  • Ensure requisitions are moving through the approval process in a timely manner.
  • Work with Department Spend Control Leads to ensure approval routes are kept current.
  • Analyze contract data to identify trends, risks, and opportunities for improvement.
  • Provide guidance on available project manager tools and resources.
  • Identify and recommend improvements to procedures or processes to improve clarity and gain efficiency.
  • Ensure processes, policies and practices are interpreted and applied consistently and effectively.
  • Leverage technology and work closely with project managers to develop, enhance, or maintain mechanisms for effective and efficient post-award contract management.
  • Serves on internal committees and projects as requested.
