About The Position

The Contracting Professional position is a high-impact business support role responsible for negotiating and administering contract mechanisms from cradle to grave with non-federal partners, such as commercial entities, universities, and other governmental agencies. This role requires competence in strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance (technical, financial, and contractual performance). The position involves interpreting government legal and corporate requirements and applying the framework of PNNL’s policies and procedures, DOE Orders/Directives, and PNNL’s DOE financial system requirements in support of Cooperative Research and Development Agreements (CRADA), Strategic Partnership Projects (SPP), and Agreements for Commercializing Technology (ACT), as well as executing NF SPP and ACT contracts.

Requirements

  • BS/BA and 5 years of relevant experience OR MS/MA or higher and 3 years of relevant experience
  • Working knowledge of purchasing and subcontracting processes and ability to apply this knowledge along with internal policies and business issues on behalf of PNNL and its sponsors required

  • Possess critical thinking skills
  • Able to effectively communicate internally and externally project staff, DOE, Accounts Receivable, sponsors, etc.
  • Familiar with business systems, (e.g., EPR, WALS, Web Reports, PMR/Insight) is preferred
  • Working knowledge of business/contract negotiations, and regulatory compliance preferred
  • Working knowledge of DOE O. 481.1 and 484.1 and DOE P 485.1A

  • Responsible for providing discipline specific sales contract expertise
  • Interpretation of government legal, and corporate requirements
  • Administering contracts, including terminations and closeout activities
