About The Position

The Senior Contracting Professional position is a high-impact business support role responsible for negotiating and administering contract mechanisms from cradle to grave with non-federal partners, such as commercial entities, universities, and other governmental agencies. This role requires expertise in strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance (technical, financial, and contractual performance). The professional must be able to apply the framework of PNNL’s policies and procedures, DOE Orders/Directives, and PNNL’s DOE financial system requirements in support of Cooperative Research and Development Agreements (CRADA), Strategic Partnership Projects (SPP), and Agreements for Commercializing Technology (ACT), as well as executing NF SPP and ACT contracts. Sales responsibilities include strategy development, leading proposal response decisions, leading risk assessment meetings with Technical Management, client relationship management, leading contract negotiations, proposal development, and monitoring contract compliance (technical, financial, and contractual performance). The role also involves planning, developing, and participating in training on contractual requirements, briefing company management on contracting activities, providing discipline-specific sales contract expertise, and interpreting government legal and corporate requirements. Additionally, the position is responsible for administering contracts, including terminations and closeout activities.

Requirements

  • BS/BA and 7 years of relevant experience OR MS/MA or higher and 5 years of relevant experience
  • Working knowledge of purchasing and subcontracting processes and ability to apply this knowledge along with internal policies and business issues on behalf of PNNL and its sponsors required
  • Requires U.S. Citizen, or Person who is currently in the U.S. or U.S. Territory with residency for the preceding 3 continuous years.

  • Able to effectively communicate internally and externally with project staff, Accounts Receivable, DOE, and sponsors, etc.
  • Familiar with business systems, (e.g., EPR, WALS, Web Reports, PMR/Insight) is preferred
  • Working knowledge of business/contract negotiations, and regulatory compliance preferred
  • Demonstrated working knowledge of DOE O. 481.1 and 484.1 and DOE P 485.1A
