About The Position

Core One is seeking a Contract Security Officer (CSO) to manage and oversee the company's implementation and compliance with security requirements for assigned Intelligence Community (IC) contracts and programs. The CSO will act as the primary security interface for these programs, ensuring contractual security requirements are understood, implemented, documented, and maintained. This role involves coordinating with program personnel, the Senior Facility Security Officer (FSO), government security representatives, and customer security organizations to ensure compliance with industrial security, personnel security, physical security, classified information protection, and IC requirements. The position requires independent management of routine security matters, risk identification and mitigation, and escalation of significant risks. A TS/SCI Clearance is required.

Requirements

  • 5+ years of experience supporting industrial security, contract security, special security, or related security functions within the Intelligence Community, Department of Defense, or federal contracting environment.
  • Demonstrated experience supporting Intelligence Community contracts or programs involving SCI, SAP, or other compartmented security requirements.
  • Working knowledge of NISPOM, Intelligence Community Directives (ICDs), Intelligence Community Standards (ICS), and agency-specific security requirements applicable to contractor environments.
  • Demonstrated experience administering or supporting personnel security, classified information protection, security access, classified visits, and security compliance requirements.
  • Experience working with government security representatives, Special Security Officers (SSOs), Cognizant Security Authorities (CSAs), Program Security Officers, or equivalent government security personnel.
  • Familiarity with security systems and databases used to manage clearances, SCI access, program access, classified visits, and security compliance within the Intelligence Community.
  • Strong understanding of contract-specific security requirements and the ability to translate customer security requirements into actionable internal processes.
  • Strong organizational skills and attention to detail, with the ability to manage multiple programs, deadlines, access requirements, and security actions simultaneously.
  • Excellent written and verbal communication skills, with the ability to communicate effectively with government security personnel, program leadership, and employees at all levels of the organization.
  • Active Top Secret/SCI clearance required.
  • Ability to obtain and maintain additional program-specific access, polygraph, or other customer-required eligibility as applicable.

Nice To Haves

  • Bachelor's degree in Security Management, Criminal Justice, Business Administration, or a related field preferred; equivalent relevant experience may be considered.
  • Experience supporting security requirements for one or more Intelligence Community agencies preferred.

Responsibilities

  • Own security administration and compliance for assigned Intelligence Community contracts and programs, ensuring program-specific security requirements are understood, documented, communicated, and implemented.
  • Review and interpret security requirements contained in DD254s, SCGs, contract clauses, SOW/PWS requirements, customer security guidance, security classification requirements, and applicable Intelligence Community policies and directives.
  • Assess and ensure compliance with applicable Intelligence Community Directives (ICDs), Intelligence Community Standards (ICS), NISPOM requirements, agency-specific security policies, and contract-specific security procedures.
  • Serve as the primary security point of contact for assigned IC programs, coordinating with government security representatives, Special Security Officers (SSOs), Cognizant Security Authorities (CSAs), Program Security Officers, and other customer security personnel as applicable.
  • Coordinate with the Senior FSO to ensure IC contract requirements are incorporated into the Company's broader industrial security program and that personnel, facility, and information security requirements are consistently implemented.
  • Manage security requirements associated with Sensitive Compartmented Information (SCI), Special Access Programs (SAP), and other compartmented or customer-specific security requirements as applicable to assigned contracts.
  • Support the establishment, accreditation, operation, and maintenance of Sensitive Compartmented Information Facilities (SCIFs) and other secure workspaces, coordinating with appropriate government security authorities and internal stakeholders.
  • Manage program personnel security requirements, including security indoctrinations, debriefings, access requests, eligibility tracking, reinvestigation requirements, and program-specific access documentation.
  • Manage classified visit requirements and coordinate visit certifications, access approvals, and other security-related documentation for personnel supporting assigned programs.
  • Maintain accurate program security records, access rosters, security documentation, training records, and other required artifacts in accordance with customer and company requirements.
  • Conduct periodic reviews and assessments of assigned program security requirements to identify gaps, emerging risks, and opportunities for improvement.
  • Support security inspections, assessments, audits, and government reviews associated with assigned IC contracts and programs; coordinate corrective actions and track remediation through completion.
  • Coordinate security incident reporting, investigation, and response for assigned programs, including potential loss, compromise, unauthorized disclosure, or other security violations.
  • Support insider threat, counterintelligence, foreign contact, foreign travel, and other personnel security reporting requirements as applicable to assigned programs.
  • Develop and maintain program-specific security procedures, checklists, training materials, and standard operating procedures to support consistent execution of contract security requirements.
  • Provide security guidance to Program Managers, employees, and functional leaders regarding program-specific security requirements, handling procedures, access restrictions, and reporting obligations.
  • Support proposal and capture activities by reviewing security requirements, identifying program security risks and resource requirements, and providing input regarding SCIF, SCI, personnel, facility, and other security-related requirements.
  • Coordinate with Contracts, IT, Program Control, and Program Management to ensure security requirements are appropriately reflected in contract administration, staffing plans, technology implementations, and program execution.
  • Identify security risks that may affect contract performance and provide leadership with actionable recommendations for mitigation; escalate matters involving significant security exposure, potential compromise of classified information, customer compliance concerns, or material operational impact.
  • Maintain current knowledge of Intelligence Community security policies, customer requirements, and applicable security systems and processes.
