The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance abuse. The Department of Consumer and Business Affairs Housing and Tenant Protections Bureau is seeking qualified candidates to fill emergency Consumer and Business Affairs Representative I vacancies related to the homelessness crisis. Under the emergency order, applicants who meet all the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%. Those who successfully pass the assessment will be considered for permanent positions to Consumer and Business Affairs Representative I.

Requirements

  • OPTION 1: Three months of experience assisting the public in a consumer protection agency.
  • OPTION 2: Six months of experience assisting the public in the solution of problems related to law or legal services, employment, housing, credit, loans, insurance, real estate, landlord - tenant, court procedures, dispute settlement, mediation, or similar services.
  • OPTION 3: An Associate of Arts or Associate of Science degree from an accredited college or university.
  • OPTION 4: Completion of sophomore year from an accredited college or university with an emphasis in Consumer Science, Home Economics, Administration of Justice, Political Science, Law, Public Administration, or related fields.
  • OPTION 5: Completion of one year of a paralegal program from an accredited college or university.
  • You MUST meet one of the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Responsibilities

  • Providing counseling and information to the public related to services of the Rent Stabilization Program and other housing and tenant protection related policies and protections via telephone, in-person or through submission of online inquiries.
  • Gathers pertinent information from the public in order to assist in evaluating the merit of complaints to support the Rent Stabilization’s Enforcement Program and its investigations.
  • Maintains statistical records and utilizes the department and program databases as required.
  • Participating in outreach activities with partnering agencies including community events.
  • Makes presentations concerning the Rent Stabilization Program and its services to consumers, tenant, property owners, businesses, contractors and other concerned groups.
  • Assisting with conducting research and analysis of legislation, Board motions, ordinances, rules and regulations that will affect rental properties.
  • Assists in preparing reports containing findings and recommendations for program implementation.
  • Researches departmental, public records and other data sources as necessary to assist the public.
  • Assisting with tracking identified program metrics and completing required program forms.
  • May staff a branch office as needed.
