About The Position

EBA Engineering, Inc. (EBA) is seeking an experienced Construction Manager to oversee construction activities, project personnel, inspection, materials testing, documentation, budgets, schedules, and contract administration for complex infrastructure projects. This role involves taking ownership of project delivery, coordinating with contractors and stakeholders, and leading field teams on transportation and heavy civil projects.

Requirements

• A bachelor's degree in construction management, civil engineering, or a related field.
• 8+ years of relevant construction management, inspection, or heavy civil/infrastructure experience.
• Certified Construction Manager (CCM) credential.
• Proven experience managing heavy civil or infrastructure construction projects, including construction site supervision.
• Ability to conduct constructability and biddability reviews and perform cost and schedule analyses.
• Ability to supervise and manage project staff and employee work groups.
• Ability to interpret roadway and bridge plans, specifications, and contracts.
• Ability to prepare technical, financial, administrative, and explanatory correspondence.
• Strong task and time management skills with the ability to prioritize multiple responsibilities in a fast-paced environment.
• Working knowledge of survey, nuclear density, and materials testing equipment.
• Proficiency with Microsoft Office Suite and construction management software systems used by VDOT.
• Proficiency with project management and documentation tools such as Primavera P6, Procore, Bluebeam, Prolog, or similar software.
• Extensive knowledge of construction estimating, cost management, contract administration, scheduling, and regulatory compliance.
• Strong ability to read and interpret blueprints, schematics, construction plans, and technical documents.
• Demonstrated ability to lead teams while maintaining project safety requirements and construction standards.
• Strong written and verbal communication skills for coordinating with clients, contractors, subcontractors, regulatory agencies, and internal teams.
• Must be able to successfully pass a background check.
• Must be able to successfully pass pre-employment drug testing.

Nice To Haves

• Experience managing VDOT transportation construction projects and working with VDOT construction management systems and procedures.
• Experience with roadway, bridge, utility, maintenance of traffic, materials testing, and other transportation construction activities.

Responsibilities

• Managing assigned elements of construction projects to verify the contractor's compliance with plans and contract documents, including project personnel, inspection, materials quality control and quality assurance testing, project documentation, budgets, schedules, and contract administration under the direction of the Area Construction Engineer.
• Providing project management and construction-related consultation to the Area Construction Engineer or designee, including investigations, evaluations, and written documentation as assigned.
• Analyzing and interpreting project plans, contract language, and specifications to evaluate constructability and identify potential construction issues.
• Identifying design errors and evaluating their potential impact on the Department and contractor.
• Reviewing project documentation and records for compliance with Department requirements and directing changes or corrections when needed.
• Reviewing contractor progress and making recommendations for partial and final payments.
• Monitoring project budgets and schedules and recommending adjustments to the Area Construction Engineer.
• Supervising and managing project staff, including reviewing work products for compliance with Department requirements and project procedures.
• Conducting pre-construction conferences, utility coordination meetings, construction progress meetings, and other project meetings.
• Preparing project management correspondence and reviewing recommendations prepared by project staff.
• Recommending resolutions to field construction problems and design changes.
• Preparing and reviewing work orders, independent detailed construction estimates, and Time Impact Analyses.
• Coordinating with project design teams, materials personnel, environmental staff, traffic engineering, right-of-way representatives, the public, contractors, and other parties necessary to meet contract schedules and requirements.
