About The Position

The Racine Police Department serves the City of Racine in Southeastern Wisconsin with a population of 77,816 people. Under the general supervision of the CSO Supervisor, is responsible for enforcing motor vehicle parking regulations and animal control laws. Community Service Officers will handle animals for the purpose of investigations of mistreatment or control of abandoned, dangerous or unattended animals, plus write parking citations for all parking violations.

Requirements

  • High school diploma or GED.
  • One year experience in public contact work.
  • Possession of a valid Wisconsin driver’s license and a good driving record.
  • Must be a citizen of the United States.
  • Ability to follow oral and written instructions, communicate clearly, maintain records and write legible concise reports.
  • Ability to establish and effective working relationships with fellow workers and the public.
  • Ability to work in adverse weather conditions.
  • Ability to remain calm in confrontational situations.
  • Able to lift/carry/push/pull at least 50 lbs.
  • Visual acuity.
  • Able to hear normal conversation and communicate orally in a clear manner.
  • Good manual dexterity of hands and fingers.

Nice To Haves

  • Wisconsin Humane Officer Certification or ability to obtain within 1 year of hire.

Responsibilities

  • Enforcing motor vehicle parking regulations and animal control per State Statutes, County, and City Ordinances.
  • Handling animals for the purpose of investigations of mistreatment or control of abandoned, dangerous or unattended animals.
  • Issuing parking citations for parking violations.
  • Responding to citizen complaints and completing reports for incidents that do not require a sworn police officer, regarding animal bites, barking dogs, animal at large, animal cruelty, and animal trap requests.
  • Preparing for prosecutions, giving evidence and providing testimony in court as necessary.
  • Investigating reports of animal attacks or animal cruelty, interviewing witnesses, collecting evidence and writing reports.
  • Capturing and removing stray, uncontrolled, abused, nuisance or wild animals from undesirable conditions, using nets, noose or other equipment as provided.
  • Educating the public about animal welfare and animal control laws and regulations.
  • Issuing warnings or citations in connection with animal related offences.
  • Checking on complaints of abandoned vehicles within the City of Racine.
  • Making the determination whether abandoned vehicles need an immediate tow or follow-up.
  • Initiating the tows and receipt of abandoned vehicles at the Impound Lot.
  • Meeting vehicle owners at the Impound Lot and assisting with the release of their vehicles and ensuring that the proper paperwork is signed and returned to the Police Department for filing.
  • Working with other City Departments and coordinating with them on the removal of vehicles from private property locations.
  • Working with the Patrol shifts on abandoned vehicle issues.
  • Controlling and supervising citizen access to vehicles and secured storage areas while present at the Impound Lot.
  • Completing Impound Lot Control Form and/or Phoenix data entry.
  • Performing other duties as assigned.
