About The Position

This position involves conducting inspections, issuing corrections and violation notices, and maintaining records to enforce City housing regulations, construction code standards, Community Development Block Grant (CDBG) and HOME fund regulations, as well as dangerous building, zoning, sign, and environmental improvement ordinances. The role requires ensuring compliance with various city codes and ordinances, investigating citizen complaints, and coordinating with other city divisions and state agencies. The job also involves preparing specifications, reviewing projects, costing out materials, and approving finished work for payment on rehabilitation projects.

Requirements

High School diploma or GED equivalent with technical training or experience in building trades.
Must possess and maintain a valid State of Michigan Driver's License.
Knowledge of construction and remodeling practices, materials, costs, and relevant building codes.
Understanding of residential and commercial water supply systems, piping materials, and basic sanitation.
Strong communication skills, including reading, writing, listening, and speaking.
Ability to interact effectively with diverse groups, even in stressful situations.
Proficient in using computers and mobile devices for digital forms, record maintenance, and data entry.
Willingness to investigate complaints in adverse environmental conditions.
Ability to exercise sound judgment and discretion.
Strong organizational skills, including the ability to set schedules, maintain records, and deliver results.
Ability to read and interpret maps, blueprints, and site plans.
Must be authorized to work in the United States.
Must provide proof of eligibility to work in the U.S.

Nice To Haves

Prior experience leading work crews and managing construction projects is preferred.

Responsibilities

Conducts inspections of plumbing, heating, electrical systems, and general physical conditions in dwelling units.
Ensures residential rehabilitations using Block Grant funds meet requirements.
Prepares specifications, reviews projects with homeowners, and estimates costs for proposed work.
Inspects Block Grant contractor work in progress and approves finished projects for payment.
Schedules and conducts inspections of signs, street encroachments, zoning violations, dangerous buildings, and housing for code compliance.
Ensures compliance with non-owner-occupied dwelling/vacant property ordinances.
Investigates environmental complaints regarding abandoned property removal, front yard parking, and noise nuisances.
Provides information to property owners on corrective actions and refers them to financial assistance programs.
Issues violation and compliance notices and follows up with code enforcement actions.
Performs re-inspections to verify that deficiencies have been remedied and determines extensions for compliance.
Maintains records of inspections and actions taken, and reports activities regularly.
Coordinates enforcement actions with Public Utilities, the City Attorney, other City divisions, and the Michigan Department of Public Health.
Performs other duties as assigned.
