About The Position

The City of Hayward is recruiting for the position of Code Enforcement Inspector I. This role is crucial for preserving community standards through various compliance programs. The Inspector will enforce local, state, and federal codes and ordinances by conducting inspections and managing cases for residential and non-residential properties and structures that are non-compliant with established codes. The ideal candidate will collaborate with other enforcement divisions to ensure all inspections meet code regulations. This position is for a motivated, dependable, and community-minded professional interested in a career in code enforcement and public service. While prior experience is not required, the successful candidate must demonstrate the ability and willingness to learn City ordinances, building and housing codes, zoning regulations, rental regulations, and related laws and procedures. Strong communication skills are essential for interacting respectfully and effectively with diverse individuals, explaining requirements clearly, and assisting community members in achieving compliance.

Requirements

  • Equivalent to the completion of the twelfth grade.
  • Possession and maintenance of, or ability to obtain, a valid driver's license may be required.
  • Basic principles and practices of code enforcement.
  • Basic methods for the inspection of buildings and property.
  • Basic materials used in building, plumbing, electrical and mechanical construction.
  • Principles and practices of work safety.
  • Business letter writing and report preparation.
  • English usage, spelling, grammar and punctuation.
  • Methods and procedures used in record keeping.
  • Principles and practices of good customer service.
  • Modern office equipment and procedures including use of a variety of software applications.
  • Ability to learn and explain applicable codes and ordinances.
  • Ability to learn to conduct code enforcement and inspection activities.
  • Ability to learn to read and interpret building plans, blueprints and specifications.
  • Ability to prepare letters, correspondence and reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to operate a personal computer and camera.
  • Ability to work after hours and on an occasional Saturday as needed.
  • Ability to work with various cultural and ethnic groups.
  • Ability to communicate clearly and concisely, both orally and in writing.

Nice To Haves

  • Possession of, or the ability to obtain certification as a Certified Code Enforcement Officer by the California Association of Code Enforcement Officers (CACEO) or similar organization.
  • Possession of, or the ability to obtain International Code Council (ICC) Housing and Property Maintenance certification.

Responsibilities

  • Perform inspections to ensure City ordinances and codes are followed.
  • Conduct field surveys to identify violations of state and local laws and ordinances.
  • Inspect residential rental units, motels, and hotels for code compliance and property maintenance.
  • Ensure compliance with City rent control regulations regarding decontrol of rental units.
  • Interpret and explain building, housing, and related codes and regulations to the public.
  • Respond to and investigate complaints regarding code violations.
  • Assist property owners, managers, and complainants in resolving code violations and neighborhood problems.
  • Prepare and maintain records of findings, notices, and enforcement actions.
  • Prepare letters and reports regarding violations and issue warnings, notices, and citations.
  • Initiate Special Assessments, Liens, and abatement procedures to bring properties into compliance.
  • Work with various stakeholders to enhance and preserve neighborhood quality.
  • Prepare reports and case information for hearings.
  • Represent the City in appeal hearings and testify in legal proceedings.
  • Coordinate joint enforcement activities with other City divisions and agencies.
  • Build and maintain positive working relationships with colleagues and the public.
  • Follow City policies and procedures.
  • Work in a safe manner at all times.
  • Perform related duties as assigned.
