About The Position

This position serves the Department of Human Services goals and objectives to reduce payment error rates, improve accuracy, and case processing quality across all programs. The Clinical Training Specialist will design, develop, and deliver targeted training based on the root cause data analysis provided by the Program Integrity Team and for the implementation of agency changes (i.e. policy, system functionality, or business process changes). The role involves assessing, planning, coordinating, and implementing training programs focusing on clinical/social service topics, conducting ongoing assessment of staff training needs, implementing the core curriculum for social service staff, and recruiting, training, and supervising in-house trainers. The specialist will also develop new training programs and perform related duties as required. Work is performed under the supervision of an administrative superior with latitude for independent judgment, and the role involves planning, supervising, coordinating, and reviewing the work of technical and clerical staff, students, and in-house trainers.

Requirements

  • Possession of a Master’s Degree in a human service field such as Social Work, Psychology, or in a closely related major.
  • Employment in a state or private agency providing training of a clinical nature, and the provision of direct clinical services to clients.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • A thorough knowledge of adult learning principles.
  • A thorough knowledge of education principles and practices, teaching methods and the use of audio-visual aids, and the ability to apply such knowledge in the training of staff.
  • A working knowledge of computers from a user perspective.
  • The ability to conduct needs assessments and surveys of departmental training needs.
  • The ability to analyze surveys and develop programs to meet assessed needs.
  • The ability to develop audiovisual aids and other instructional materials to meet training needs.
  • The ability to prepare training manuals, develop course curricula, evaluation techniques, test charts or data for specialized training projects or programs.
  • The ability to evaluate the effectiveness of orientation or in-service training programs.
  • The ability to recruit and train students and in-house trainers in training methods, as well as training content of a clinical nature, including all organizing and provision of training on family assessment, interviewing, family dynamics, and working with a culturally diverse population of children and families.
  • The ability to communicate effectively with hostile or resistant clients.
  • The ability to utilize children and adolescent crisis intervention techniques, care planning, assessment, permanency planning, tenets, cultural issues, intervention skills, depression and suicidal dynamics, abuse dynamics, separation and loss, substance abuse, mental illness, risk assessment and supervisory skills.
  • The ability to develop, coordinate and implement clinical training programs.
  • The ability to implement an extensive core curriculum for social service providers involving material of a clinical and specialized nature.
  • The ability to prepare reports including findings, conclusions and recommendations.

Nice To Haves

  • High level to expert Human Services skill and/or knowledge including the Departments programs, policy, and procedures, as well as the integrated eligibility system functionality.
  • 5+ years of DHS work experience, with 2+ years of all program case processing or oversite.
  • Proficiency in effectively applying program policy and federal regulations that result in accurate benefit eligibility.
  • Proficiency in case processing and review in the RI Bridges integrated eligibility system, and utilizing other interfaces and portals contracted by the department to ensure accurate determination of benefit eligibility.
  • Advanced ability to use technology including facilitating training and meetings via Zoom and utilizing Microsoft 365 Office Suite effectively.
  • Some to mid-level skills and/or knowledge of adult learning and training methods, principles, and techniques.

  • Delivers training in accordance with the training needs/goals defined by the organization.

  • Leads or supports other Clinical Training Specialist in conducting virtual or in-person training.
  • Comfortable with working 50% of time in leading or supporting training; and 50% of the time engaged in curriculum development activities (i.e., policy research, system practice, and meetings).

Responsibilities
