About The Position

This position involves interviewing obligees and obligors at the CSEA to determine services needed, explaining rights and responsibilities, and documenting case processing using the Support Enforcement Tracking System (SETS). The role requires verifying demographic data, maintaining production standards, setting up new cases, and researching case information. Responsibilities include issuing investigative reports, recommending contempt citations, preparing court paperwork, verifying and updating financial balances, receiving and posting payments, and negotiating payment amounts for arrearages. The technician will compute current support using state guidelines, respond to inquiries, and collaborate with other divisions and states for interstate actions. The role also involves scheduling appointments, complying with confidentiality laws, and demonstrating professional behavior. Additionally, the position requires compiling statistical reports, updating the Child Support Enforcement Manual, computing arrearages, and completing random moment sample data. The technician will appear at state and court hearings, attend staff meetings, and participate in training sessions. Other related duties may be assigned.

Requirements

  • Associate degree or equivalent of an associate degree (94 credit hours); OR two (2) years Job & Family Services experience. OR four (4) years' experience in customer service or collections work; or equivalent.
  • Knowledge of principles of interviewing.
  • Knowledge of federal and state laws and rules governing public assistance and child support.
  • Knowledge of agency policies and procedures governing assigned area.
  • Knowledge of case preparation techniques.
  • Knowledge of effective oral communication.
  • Knowledge of technical writing.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to calculate fractions, decimals and percentages.
  • Ability to use proper research methods in gathering data.
  • Ability to gather, collate and classify information about data, people or things.
  • Ability to handle sensitive inquiries from and contacts with officials and general public.
  • Ability to prepare meaningful, concise and accurate reports.
  • Skill in computer terminal usage.

Responsibilities

  • Interviews obligees and obligors at the CSEA for determination of services needed.
  • Explains to obligees and obligors their rights and responsibilities, and the responsibilities of the CSEA.
  • Completes documentation using the Support Enforcement Tracking System (SETS) for case processing, including narratives, referrals, and historical case profiles.
  • Verifies obligee and obligor demographic data.
  • Maintains production standards for case processing and interviewing.
  • Sets up new cases.
  • Researches and reviews case information to process referrals, defaults, and client complaints.
  • Issues investigative reports, findings, and recommendations to the court.
  • Recommends contempt citations.
  • Prepares paperwork for court orders, entries, affidavits, and petitions.
  • Verifies balances via audits and distributions.
  • Updates financial balances based on court findings and administrative reviews.
  • Receives and posts payments.
  • Monitors and adjusts financial accounts to ensure proper disbursement of payments.
  • Negotiates/mediates with obligees and obligors on amounts to be paid on arrearages.
  • Computes current support using the mandated State Child Support Guidelines.
  • Receives and responds to telephone calls and correspondence.
  • Works in conjunction with the Family and Adult Assistance Division for cases with public assistance records.
  • Works in conjunction with the Children’s Services division for cases involving IV-E custody.
  • Works in conjunction with other states to initiate and respond to interstate actions in compliance with the Uniform Interstate Family Support Act (UIFSA).
  • Schedules/reschedules clients for appointments.
  • Complies with confidentiality law and regulation.
  • Demonstrates courteous and professional behavior to clients and co-workers.
  • Compiles and submits statistical and activity reports to supervisors.
  • Reviews and updates Child Support Enforcement Manual as needed.
  • Computes arrearages owed to the Ohio Department of Human Services.
  • Completes random moment sample RMS data for submission.
  • Appears at state hearings and court hearings.
  • Attends staff meetings to discuss regulations and procedure revisions.
  • Attends conferences, training sessions, and workshops.
  • Performs other related duties as assigned.
