Facilities Management & Construction (FMC) manages, operates, and maintains 55 City-owned buildings throughout the five boroughs, working to provide clean, safe, and energy efficient space for the tenants in these public buildings. FMC is dedicated to both the daily maintenance of the public buildings, managed by Building Services, Fire & Life Safety, and other critical field staff, as well as to long-term renovation and rehabilitation projects, which are managed by a dedicated staff of architects, engineers, and other professional technical experts. FMC also oversees the daily operations of all elevators across the DCAS public buildings portfolio. We are seeking an experienced and strategic Chief Operating Officer (COO) to oversee FMC’s day-to-day operational functions and maximize performance and efficiencies. The primary role of the COO is routinely one of operations management; the selected candidate will be responsible for the development, design, operation and improvement of the systems that create and deliver FMC’s services. As such, this role will have direct oversight over FMC’s operational units, including Tenant Relations, Mechanical Maintenance & Operations, Fire & Life Safety, Budget, Contract Administration, and Procurement Operations. This role will also work closely with Building Services and Construction Services to effectuate LOS goals and provide improved services to the 56 buildings. The COO will work closely with FMC executive leadership to develop and implement improved processes and strategies that support project execution, workforce development, financial performance, and long-term strategic objectives.

Requirements

  • Experienced and strategic Chief Operating Officer (COO) to oversee FMC’s day-to-day operational functions and maximize performance and efficiencies.
  • Responsible for the development, design, operation and improvement of the systems that create and deliver FMC’s services.
  • Direct oversight over FMC’s operational units, including Tenant Relations, Mechanical Maintenance & Operations, Fire & Life Safety, Budget, Contract Administration, and Procurement Operations.
  • Work closely with Building Services and Construction Services to effectuate LOS goals and provide improved services to the 56 buildings.
  • Work closely with FMC executive leadership to develop and implement improved processes and strategies that support project execution, workforce development, financial performance, and long-term strategic objectives.
  • This is a title in the Exempt Class

Responsibilities

  • Work with FMC leadership to communicate promptly and routinely with the Commissioner’s Office and external stakeholders at an executive level on any matters relevant to the buildings portfolio (ex: major weather events, major issues with building systems, etc.)
  • Develop and implement operational strategies to improve efficiency and ensure compliance with all local, state, and federal laws.
  • Oversee the execution of building space allocation and layout, tenant requests, and facility expansions.
  • Provide professional expertise and senior guidance for the planning, design, and implementation of any construction and/or renovation projects within the 56 City-owned office and court buildings.
  • Work closely with senior leadership at DDC to help trouble-shoot any high-level capacity or funding shortfalls for capital construction projects in the 56 buildings.
  • Collaborate with executive leadership on agency goals, budgeting, forecasting, and strategic initiatives.
  • Monitor project performance to ensure projects are completed safely, on schedule, within scope, and within budget.
  • Establish and maintain operational policies, procedures, and performance metrics.
  • Drive accountability and continuous improvement throughout the Line of Service.
  • Identify operational risks and implement proactive solutions.
