About The Position

The Chief of Staff serves as a strategic advisor and operational leader to the Executive Director, driving organizational priorities, enhancing executive decision-making, and ensuring alignment across the Oklahoma City Housing Authority (OCHA). This role functions as an extension of the Executive Director, providing leadership in policy development, cross-functional coordination, and execution of high-impact initiatives. The Chief of Staff plays a critical role in strengthening governance, ensuring compliance with HUD regulations, advancing strategic partnerships, and improving organizational performance. This position leads complex projects, facilitates communication between the Executive Office, Board of Commissioners, and departments, and ensures the Authority operates efficiently, transparently, and in alignment with its mission.

Requirements

  • Bachelor Degree and experience in management, especially public housing, or a combination of education and experience including computer skills.
  • Thorough knowledge of principles and techniques of governmental administration and legislative and administrative source materials.
  • Ability to conduct research in complex and varied governmental subjects.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to comply with Authority attendance policies.
  • Possess a valid Oklahoma Driver License with an acceptable driving record.
  • Ability to read and write written correspondence.
  • Ability to communicate clearly with others by telephone and in person.

Responsibilities

  • Serves as a trusted advisor to the Executive Director, providing strategic counsel on organizational priorities, policy decisions, and operational challenges.
  • Translates the Executive Director’s vision into actionable strategies and ensures alignment across departments.
  • Leads and manages strategic initiatives that advance the Authority’s mission, including housing stability, resident services, and community development, while overseeing the tracking and execution of key organizational goals and performance metrics.
  • Leads the coordination and preparation of materials for the Board of Commissioners, including agendas, resolutions, and briefing documents, ensuring accuracy, timeliness, and compliance with governance standards.
  • Serves as a key liaison between the Executive Office and the Board, ensuring clear communication, transparency, and follow-through on Board directives.
  • Supports Board engagement, policy development, and informed decision-making.
  • Monitors and interprets federal, state, and local regulations, including HUD directives, and advises leadership on their operational and policy implications.
  • Ensures organizational compliance with all applicable requirements, including funding regulations and reporting standards.
  • Guides the development and implementation of policies that promote accountability, integrity, and program effectiveness, while supporting internal audits, assessments, and continuous improvement efforts.
  • Drives cross-departmental coordination to ensure the effective implementation of Executive Office priorities.
  • Oversees performance management processes, supports program evaluation efforts, and identifies opportunities to improve operational efficiency and service delivery.
  • Facilitates problem-solving across departments, removes barriers to execution, and advances data-informed decision-making to enhance resident outcomes.
  • Represents the Authority in meetings with local, state, and national partners, including government agencies, community organizations, and industry stakeholders.
  • Focuses on building and sustaining strategic partnerships that enhance services and opportunities for residents.
  • Prepares and delivers presentations, briefings, and reports to a wide range of internal and external audiences.
  • Oversees executive communications to ensure messaging is clear, consistent, and aligned with the Authority’s mission and strategic goals.
  • Prepares high-level correspondence, reports, and presentations for diverse audiences such as residents, staff, elected officials, HUD, and the broader community.
  • Promotes transparency and supports effective information flow across the organization.
  • Leads and manages high-priority, complex projects on behalf of the Executive Director, coordinating cross-functional teams to ensure timely and successful implementation.
  • Provides strategic analysis, develops recommendations, and supports the execution of key initiatives that advance organizational priorities and improve overall performance.
  • Provides direct supervision and leadership to the Communication Strategist and the Executive Office Administrator, ensuring alignment with the Executive Office’s strategic priorities and the Authority’s mission.
  • Ensures the development and execution of comprehensive communication strategies that promote transparency, strengthen internal and external engagement, support stakeholder relationships, and enhance the Authority’s public image.
  • Ensures efficient and effective administrative operations that support the Executive Office, with a particular focus on advancing the priorities and day-to-day functions of the Executive Director.
  • Performs other duties as assigned.
