About The Position

The Chief Information Officer - CIO, devises the overall County Information Technology Enterprise framework. This blueprint comprises all IT procedures, practices, procurement strategies and the setting up and maintenance of the IT infrastructure encompassing telecommunication systems and networks, Internet connectivity links, computers/hardware, software systems and applications and data centers. This position regularly reviews key IT issues with County Commissioners and executive leadership and identifies and recommends the need for IT projects and initiatives, also overseeing and coordinating their implementation. Additionally, this position is responsible for the creation and oversight of the annual IT budget, and is also responsible for the County's Archives division, securing County records and complying with all Pennsylvania records retention schedules. The CIO is expected to be a transformative leader able to thrive in a fluid, dynamic work environment.

Requirements

  • Bachelor’s degree from an accredited college or university in Information Management or Computer Science (master’s degree in public administration or business administration desirable) with a minimum of 10 years of progressively increasing levels of management responsibility and management experience with information management systems, local area computer networks, or equivalent or any combination of acceptable education and experience which provides required knowledge, skills, and abilities
  • Excellent knowledge of IT systems and infrastructure, both current and advances
  • Solid understanding of data analysis, budgeting and business operations, and data & system security
  • Ability to manage the creation of the Countywide multiple funds and fiscal year budget.
  • Superior analytical and problem-solving capabilities
  • Knowledge of records retention and archiving laws for the state of PA
  • Excellent organizational and leadership skills with outstanding communication and interpersonal abilities
  • Requires a PSP CLEAN and FBI background check.

Responsibilities

  • Conceptualizes, evaluates and implements information technology strategies, plans and priorities that provide cost-effective countywide information technology services; establishes standards and procedures for ensuring the creation of a secure and cost-effective IT enterprise system.
  • Recommends long and short-range information plans and budgets, stays informed about changes in the IT environment; acts as a liaison with Courts, Vendors, Department Heads and Elected Officials regarding both IT and Budget systems and information.
  • Determines resources needed to plan and implement IT applications including recommendations for all software and hardware purchases; educates end users on potential limitations and challenges, ensures safety, security and integrity of all County data, to include user access, off-site storage and security procedures.
  • Works with County elected officials and department heads to assess IT needs and issues.
  • Works as part of a team with other County departments to develop, implement and manage a Continuity of Business operations plan, ensures physical security for systems hardware and software.
  • Works closely with the Purchasing Department and Solicitors Office to insure consistency with County contracting standards and practices.
  • Manages a staff of professional, technical and clerical support employees, establishes and reviews performance goals, conducts performance appraisals, recommends promotions, salary adjustments and terminations, formulates IT policies and provides direction to staff.
  • Performs other duties as requested by the Board of Commissioners, or Chief Clerk.
