About The Position

The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced and strategic Chief Information Officer (CIO) to lead the agency technology program. This executive position is responsible for advancing the agency’s technology strategy, leading enterprise modernization, driving responsible adoption of Artificial Intelligence (AI) and implementing programs necessary to align ADCRR’s Information Technology (IT) personnel, resources, and assets with the Department’s mission and vision. The CIO will ensure that digital services are secure, scalable, user-centered and data driven, while aligning with public policy, ethical standards, regulatory requirements, and maintaining the highest standards of cybersecurity, privacy and operational efficiency.

  • Selected applicant passing a background investigation
  • Take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter
  • Possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks if driving is an essential function
  • Maintain acceptable driving records and complete all required driver training if driving is an essential function
  • Maintain the statutorily required liability insurance if operating a personally owned vehicle on state business
  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify)

Responsibilities

  • Provides strategic overview and executive leadership
  • Establishes and implements department-wide IT policies, standards and enterprise architecture to ensure system interoperability and information sharing
  • Provides comprehensive reports and updates to executive leadership on IT systems and initiatives
  • Manages and provides leadership for subordinate personnel ensuring efficient operation and maintenance of system applications, computer systems and telecommunications networks
  • Establishes clear goals and performance metrics
  • Promotes cross-functional teamwork between divisions and executive leadership
  • Assesses current systems and identifies modernization priorities
  • Aligns modernization initiatives with agency mission, policy goals, and funding, ensuring collaboration with other Department divisions, and initiatives
  • Prepares proposals/Requests for Purchase (RFP’s) for acquisitions or enhancements
  • Coordinates and oversees multiple system development initiatives in collaboration with the Arizona Department of Administration, Arizona Department of Homeland Security, and relevant external stakeholders, ensuring alignment with the agency’s objectives and regulatory requirements
  • Plans, develops and manages the IT budget and processes
  • Ensures cost optimization and fiscal efficiency while collaborating with key stakeholders and leadership
  • Serves as the departmental delegate for IT on relevant committees and task force
  • Drives on State Business
