About The Position

The Chief Information Officer (CIO) provides strategic leadership for CSB's information technology function, ensuring that technology investments, systems, and operations advance the bank's mission and business objectives. The CIO supervises the Information Technology team and is responsible for the acquisition, development, operation, strategic direction, and safeguarding of the bank's information systems. Working closely with the Information Security Officer, the CIO oversees the protection of bank data and systems and leads the coordination and testing of the bank's disaster recovery, business continuity, and incident response plans.

Requirements

  • A four-year degree in Information Technology, Computer Science, Business, or a related field is preferred.
  • A minimum of 7 years of progressive experience in information technology, including at least 3 years in a management or leadership role.

Responsibilities

  • Direct the technology strategy of the bank to support business information and product system needs aligned with management's strategic objectives.
  • Lead budgeting, strategic and tactical planning, and business process re-engineering for information systems and operations.
  • Explore emerging technologies and evaluate their potential fit for future planning and implementation.
  • Maintain active engagement with industry peers and organizations on information management and information technology matters.
  • Supervise the Information Technology team, including hiring, performance management, coaching, and professional development.
  • Foster a collaborative, accountable, and continuous-learning culture within the IT department.
  • Work in close partnership with CSB's Information Security Officer and hold primary responsibility for the protection of CSB data and systems.
  • Stay current on the evolving threat environment and ensure adequate protections are maintained across all bank systems.
  • Support the bank's risk management programs, including IT risk assessments, vulnerability management, and the evaluation of new and emerging cyber risks.
  • Oversee IT-related policies and procedures, ensuring they remain current with regulatory expectations and industry best practices.
  • Ensure the IT function complies with applicable banking regulations and guidance, including FFIEC, GLBA, and other relevant frameworks.
  • Serve as the primary IT point of contact for internal auditors, external auditors, and regulatory examiners.
  • Coordinate remediation of IT-related audit and examination findings, and report progress to senior management.
  • Oversee relationships with key technology vendors and service providers, including contract review, performance monitoring, and ongoing risk oversight.
  • Partner with the bank's vendor management program to ensure critical IT vendors are appropriately assessed and monitored.
  • Plan, organize, and coordinate IT projects, programs, and services; may directly manage specific initiatives as needed.
  • Recommend and assist in implementing improved operating processes, automation, and organizational structures.
  • Coordinate research and analytical studies; compile and expedite reports and program information from departmental input; formulate recommendations and prepare reports and correspondence.
  • Participate in the Corporation's business continuity, disaster recovery, and incident response programs as a key contributor, supporting the designated coordinator in their administration and upkeep.
  • Ensure that disaster recovery tests are completed on schedule and that systems perform as designed; identify gaps and drive remediation of any issues uncovered during testing.
  • Coordinate the corporate response to business interruptions or cybersecurity events in the absence of the President or Information Security Officer.
  • Confer with other departments, managers, and consultants to explain policies and procedures and to align technology with business needs.
  • Present on assigned projects and programs to senior management, the Board of Directors, and other stakeholders as requested.
  • Report regularly to the President and, as appropriate, to the Board on the status of IT operations, risk posture, key initiatives, and performance metrics.
