About The Position

The Chief Executive Officer (CEO) is a strategic leadership position responsible for guiding the overall direction and performance of Hamakua-Kohala Health. The CEO will provide visionary leadership, drive operational excellence, and foster a culture of innovation and collaboration. The CEO is appointed by the HKH Board of Directors and is accountable to the Board of directors. The Board fully delegates staffing and operational responsibilities to the CEO. This is a full-time exempt position. The CEO position is classified as an “At-Will” employment arrangement. This means that either the CEO or the Hamakua-Kohala Health Board of Directors may terminate the employment relationship at any time, for any reason, with or without cause or advance notice. This position description does not constitute a contract of employment. It's important to note that while the CEO position is designated as at-will, both parties are still expected to adhere to applicable laws and regulations governing HKH employment practices. This includes matters such as anti-discrimination laws, employment agreements, and any company policies in place. The CEO shall be responsible for managing the overall operations, finances, and facilities of the Center in accordance with all Board approved policies, plans, decisions, and directives. The CEO shall support the Board in carrying out its duties and responsibilities and provide information and recommendations to the Board as requested and appropriate during the course of its deliberations. The CEO is expected to carry out these duties and responsibilities with high levels of honesty, integrity, fairness, respect, kindness, and competence serving as an exemplary leader who is able to realize high levels of support from others within the organization and in the community.

Requirements

  • Minimum of a bachelor’s degree in healthcare, business, or related field.
  • Previous Management experience in FQHC, Rural Health Center, or equivalent.
  • Minimum of five years of medical/healthcare management experience or equivalent.
  • Demonstrated abilities in program development and operation, community relations, employee relations, grants, financial management, and public speaking.
  • Familiarity with healthcare delivery and financing trends and issues, with emphasis on community-based primary care (medical, dental, behavioral health).
  • Oversight experience in construction and project management.

Nice To Haves

  • Master's degree in a related field is desirable.
  • FQHC (Federally Qualified Health Center) and/or Healthcare experience preferred.

Responsibilities

  • Develop, implement and evaluate the organization’s strategic plan in conjunction with the Board.
  • Ensure compliance with healthcare, financial, and staffing laws and regulations.
  • Facilitate communication among Board Members, staff, patients, and community leaders.
  • Manage financial decision-making processes and identify areas for revenue growth.
  • Clearly communicate the organization’s vision and mission and build strategic partnerships.
  • Hire and manage senior level executives aligned with organizational values.
  • Stay up to date on trends by attending conferences, reviewing industry publications, and networking with peers.
  • Assist in fundraising efforts in collaboration with the Board.
  • Promote a culture that fosters a productive, safe, and positive work environment.
  • Oversee operations of all departments including Community Relations, Financial Management, Personnel Management, Strategic Planning and Marketing, Operations Management, Clinical Management, and Facilities Management.
  • Manage the preparation and presentation of annual budgets and monthly financial reports.
  • Oversee recruiting, hiring, and orienting of competent staff.
  • Develop and oversee systems for wages, benefits, and performance appraisals.
  • Handle employee problems, conflicts, complaints, and grievances effectively.
  • Represent the Center in union contract negotiations and interactions.
  • Develop and present measurable goals and annual operating objectives for the Center.
  • Periodically assess community health needs and develop plans to address unmet needs.
  • Direct and steer the organization to be the Primary Care Physician source of excellence from North Hilo to South Kohala.
  • Oversee day-to-day Center operations to ensure effectiveness, efficiency, and timeliness.
  • Ensure patient flows and interactions are professional and courteous.
  • Lead supervisory staff to ensure they are meeting performance objectives.
  • Ensure an effective system of quality assurance, performance improvement, and risk management.
  • Operate the Center in accordance with applicable laws, regulations, and standards of accreditation.
  • Identify and address unforeseen operating problems and issues.
  • Negotiate and oversee all operating contracts and agreements.
  • Implement an effective system of clinical management and control.
  • Work with the Medical Director to develop policies relating to healthcare and healthcare delivery.
  • Represent the Center in lease negotiations and operate in accordance with lease terms.
  • Ensure facilities are maintained and operated in a safe, secure, and clean manner.
  • Recommend and implement plans to maintain and improve facilities.
  • Provide effective staffing of all Board committees and task forces.
  • Provide written and verbal reports to the Board and its committees.
  • Interact with the Board and its committees courteously and professionally.
  • Make appropriate recommendations to the Board on policy and strategy.
  • Educate the Board on healthcare issues and trends.
  • Execute Board policies, plans, decisions, and directives.
  • Assist the Board in areas of Board development and performance improvement.
  • Maintain effective professional relationships with other provider organizations, community companies, and regulatory/accrediting agencies.
  • Attend outside professional meetings and events and represent the Center.
