About The Position

Be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste. Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a CCP Cost Account Manager and join our team located in Carlsbad, New Mexico. The CCP Cost Account Manager (CAM) is responsible for supporting the planning, execution, monitoring, and control of project scope within a U.S. Department of Energy (DOE) environment. The CAM will be responsible for the cost performance of assigned Control Accounts and will serve as the primary point of accountability for integrating scope, schedule, budget, actual costs, forecasts, and performance measurement. The successful candidate will have demonstrated experience applying Earned Value Management System (EVMS) principles to complex DOE nuclear projects. This position requires strong analytical capability, schedule and cost-management experience, and the ability to communicate project performance, risks, and corrective actions to project leadership.

Requirements

  • Bachelor’s degree in Business, Finance, Accounting or related discipline with ten (10) years of related experience, or Associate’s degree with fourteen (14) years of related experience, or High School Diploma or Equivalency with eighteen (18) years of related experience is required.
  • Demonstrated experience supporting project controls, cost management, scheduling, project management, or Earned Value Management.
  • Working knowledge of EVMS.
  • Experience managing or analyzing project scope, budgets, schedules, actual costs, earned value, variances, and forecasts.
  • Demonstrated ability to develop and analyze EAC/ETC forecasts and explain deviations from the project baseline.
  • Ability to interpret WBS, project schedules, cost reports, resource plans, and performance data.
  • Strong written and verbal communication skills, including the ability to communicate complex cost and schedule information to technical and management audiences.
  • Experience/Proficiency with Microsoft Applications is mandatory.
  • Must be 18 years of age.
  • Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
  • Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).
  • Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.

Nice To Haves

  • Previous experience serving as a CAM on a DOE project or other major federal project.
  • Experience working within a DOE-compliant EVMS environment.
  • Knowledge of the EIA-748 EVMS guidelines and their application within DOE projects.
  • Experience with baseline development, baseline change control, risk management, schedule analysis, and cost forecasting.
  • Earned Value Professional (EVP) or similar project controls certification is preferred.

Responsibilities

  • Serve as the CAM for assigned control accounts within the project’s Work Breakdown Structure (WBS).
  • Maintain ownership and accountability for assigned budget and performance.
  • Develop and maintain detailed work packages, planning packages, milestones, budgets, and performance measurement methods.
  • Ensure assigned scope is appropriately integrated into the Performance Measurement Baseline (PMB).
  • Monitor and analyze Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), Schedule Variance (SV), and Cost Variance (CV).
  • Evaluate performance using metrics including Cost Performance Index (CPI).
  • Perform monthly variance analysis and develop Variance Analysis Reports (VARs).
  • Develop and maintain Estimate at Completion (EAC) and Estimate to Completion (ETC) forecasts for assigned control accounts.
