About The Position

The Ohio Office of Budget and Management (OBM) is hiring a skilled leader with an accounting background to oversee critical functions in the PeopleSoft Ohio Administrative Knowledge System (OAKS) Financials environment on the Requirements and Configuration Management (RACM) team. The role leads Senior Business Transformation Analysts and is responsible for managing, integrating, and enhancing key OAKS Financials modules.

The position provides functional leadership for the General Ledger (GL) and Commitment Control (KK) modules, as well as the Oracle Cloud Budget & Planning system. The successful candidate will support statewide financial operations through project leadership, technical expertise, and continuous improvement. This is a permanent, full-time classified position located at 30 East Broad Street in Columbus, Ohio, with a Monday–Friday, 8:00 a.m.–5:00 p.m. schedule.

The selected candidate will generally begin at Pay Grade 15, Step 1 ($44.38 per hour), with the opportunity to increase to $46.88 per hour after six months of satisfactory performance, followed by annual raises in accordance with applicable rules or agreements. Final candidates will be interviewed by the Director of OBM or their designee and must undergo a criminal background check.

Requirements

• Completion of undergraduate core coursework in business administration, public administration, information systems, engineering, or a comparable field, or equivalent qualifications.
• At least 3 years of experience in business process transformation, organizational design, strategic human capital management, and/or business process reengineering, or equivalent qualifications.
• At least 18 months of experience in software design and/or development commensurate with the position, or equivalent qualifications.
• At least 6 months of training or experience in supervisory principles and techniques, or equivalent qualifications.

Responsibilities

• Lead and supervise the PeopleSoft Functional team for the OAKS Financials General Ledger (GL) and Commitment Control (KK) modules and the Oracle Cloud Budget & Planning system.
• Serve as General Ledger lead by ensuring accurate account lines, providing guidance on ledger adjustments, overseeing agency budget posting, and reconciling funds.
• Manage PeopleSoft configurations, including Business Unit setup, combo edits, Chartfield configuration and trees, Allocations, and Control and Track Budget structures.
• Provide production support for the GL and KK modules, including troubleshooting, root cause analysis, and issue resolution.
• Define and analyze functional requirements; create functional design and configuration documentation; and assess effort, risks, training needs, and testing requirements.
• Develop and manage comprehensive test plans and scenarios for complex technical changes.
• Oversee GL and KK fiscal year-end close activities, including budget posting, clearing liabilities, revenue close, budget close, and PO rollover.
