About The Position

The City of Fremont is seeking an experienced and collaborative technology leader to serve as Business Systems Manager within the Information Technology Services Department. This position plays a critical role in supporting the City's enterprise business applications portfolio and partnering with departments across the organization to identify, develop, and implement technology solutions that improve operational effectiveness and service delivery. Under general direction, plans, organizes and directs information technology for all business software systems for the City; manages design and development teams in performing systems programming and analysis; and serves as a member of the department's management team. This is a single position, division-head level classification in the Department of Information Technology Services, with responsibility for planning, selection, installation, implementation, enhancement, maintenance, and ongoing support of all business software program and related peripherals. The Business Systems Manager receives administrative direction from the Chief Technology Officer and exercises direct supervision over professional and technical staff.

Requirements

  • Possession of a Bachelor's degree from an accredited college or university in information systems, computer sciences, public or business administration or a related field
  • Five (5) years of progressively responsible experience in systems analysis or programming and coding of applications in the public sector
  • Two (2) years of which involved supervision and management.
  • Ability to travel independently within and outside of City limits.
  • Possession of a valid California Class C driver’s license.

Responsibilities

  • Supervises and participates in the analysis and development of major business applications; ensures the effective and efficient operation and maintenance of the applications.
  • Confers with user department staff on converting specific business processes or operations to appropriate technology solutions; conducts feasibility studies.
  • Reduces design projects into component analysis tasks; prepares time estimates and progress reports; prepares final systems design and documentation necessary for programming.
  • Develops and maintains complex software programs.
  • Evaluates, tests and revises vendor supplied software and hardware products; negotiates and confers with representatives of hardware and software vendors.
  • Establishes project management guidelines and control methods and standards.
  • Enforces procedures for controlling work flow and data integrity.
  • Performs or oversees performance of disaster recovery as necessary for applications.
  • Develops specifications for software necessary to support applications.
  • Advises management of the capabilities and limitations of hardware and software.
  • Assists in publishing and maintaining standards for computer hardware and software utilization.
  • Serves as technical advisor to executive management and City staff in the resolution of technical problems.
  • Determines necessity for the provision of outside consulting services.
  • Manages project and division budgets and resources.
  • Assists in the development and monitoring of the department budget, goals and objectives, and work plan.
  • Ensures compliance with legislative, regulatory and judicial mandates, regulations and professional standards.
  • Establishes division policies and procedures.
  • Participates in the selection of staff; plans, assigns, schedules and evaluates the work of assigned staff; develops and implements performance standards; coordinates and implements discipline when necessary.
