Business Development Representative, Public Sector

Phenom People Pvt Ltd•Horsham, PA
•$75,000 - $80,000•Remote

About The Position

Phenom is hiring a Business Development Representative to help build its public sector business. The role develops opportunities with federal agencies and state and local governments, split roughly evenly between those markets, and passes qualified opportunities to an account executive. It has a broader scope than a typical high-volume BDR role, combining prospecting and inbound follow-up with early opportunity research that informs deals before an RFP is released. The position works with sales leadership, resellers, and contract vehicle partners, and initially reports to the Head of Public Sector Business. The role is remote anywhere in the United States, with the DC vicinity desirable. Employees based within 50 miles of Horsham, Pennsylvania, are expected to work onsite five days per week. Travel of up to 20% is expected for events and customer meetings. Compensation is a base salary of $75,000–$80,000 plus variable pay tied to pipeline and meetings. Success in the first year is assessed through qualified meetings booked per month, qualified pipeline sourced per quarter, opportunities identified from forecasts, RFIs, and partners before formal bids, and Top 25 Blueprints and execution. Early pipeline building receives greater weight during the first six months because government sales cycles are longer than commercial ones.

  • Book and qualify initial meetings for the account executive and remain engaged through handoff.
