About The Position

3M is seeking a Business Development Manager to lead growth and engagement strategy for tactical-forces users across the federal government and for federal law enforcement and homeland security. The role works with the business units that own relevant products and portfolios to influence demand before requirements are written and convert early engagement into funded programs. The position is based at 3M Center in Washington, D.C., with an on-site requirement of at least four days per week and anticipated travel of up to 25–33%. Relocation is not authorized. The manager leads 3M campaigns and pursuits, including the Individual Equipment & Protection campaign and polymer-cased ammunition pursuit, from identification through hand-off to sales partners. The role translates customer needs into strategy and execution across 3M’s matrixed organization, manages a disciplined opportunity pipeline and Salesforce CRM records, and builds relationships across customer user, requirements, acquisition, and science-and-technology communities, as well as consortia, prime contractors, and integrators. The manager delivers executive-level briefings, proposals, and engagement plans, monitors market and competitor activity, and provides strategic direction to cross-functional teams to integrate 3M materials, technologies, and capabilities into customer systems and equipment. Applicants must hold a bachelor’s degree or higher, have at least five years of relevant experience, have recent named relationships in specified military or federal law-enforcement communities, and be able to obtain and hold a U.S. DoD security clearance. An active Secret clearance is preferred. Candidates must be legally authorized to work in the country of employment without visa sponsorship. Responsibilities may involve access to information or systems subject to U.S. Export Control Laws. The position’s stated expected compensation range is $188,251–$230,084, including base pay plus variable incentive pay if eligible. 3M indicates the role may be eligible for benefits including medical, dental and vision coverage, savings and spending accounts, disability and life insurance, voluntary benefits, paid absences, and retirement benefits.
